For a free-to-play real-time strategy game with solo, multiplayer, and co-op modes, start with Zero-K. For a medieval setting, consider Empires Apart; for tactics, War of Dots; and for an RTS/RPG blend, Loria. Dota 2 belongs on the list only if you want a MOBA, not a conventional RTS or turn-based strategy game. These are distinct options, not a ranked verdict: Steam’s store descriptions establish their genres and selected features, but don’t provide a basis for comparing their quality.
What “free” means on Steam
Steam’s free-to-play catalog is a place to find games that can be accessed without paying upfront. That does not mean every add-on or in-game purchase is free. Check each game’s store page for its current offer and any disclosed paid content before downloading.
Free strategy games to consider
The options below cover different kinds of strategy play. Choose by the format you want and the store details that matter to you, rather than treating the list as a quality ranking.
Zero-K: RTS with several ways to play
Zero-K is a free-to-play real-time strategy game. Its Steam listing describes more than 100 unique units and lists single-player, multiplayer, and co-op modes. It’s the clearest match here if you want an RTS that offers both solo and group play.

War of Dots: tactics and wargame tags
War of Dots is tagged on Steam as Strategy, RTS, Wargame, and Real Time Tactics. The listing also carries PvP and Singleplayer tags, making it a distinct option for readers looking for tactics-focused play with competitive and solo categories represented. Those tags do not establish the game’s quality or current activity.

Dota 2: strategy-tagged MOBA, not a conventional RTS
Dota 2 is a multiplayer MOBA that Steam also categorizes under Strategy and Free To Play. It is worth considering if you specifically want a strategy-tagged MOBA, but it is not a conventional RTS or a turn-based strategy game. Valve’s store description says, “All heroes are free,” and also discloses in-game purchases, including chance-based purchases.
Loria: RTS/RPG blend with heroes and quests
Loria combines RTS and RPG elements, according to its Steam listing. Its described features include hero units, item collection, and quest-driven missions, making it the option here for readers drawn to a role-playing or story-oriented approach to RTS.

War Commander: free-to-play RTS in Early Access
War Commander is listed as free to play and tagged Strategy and RTS. Its Steam listing marks it as Early Access. That development status is important context: the available listing information does not establish how mature or complete its current build is.
War Wind: retro fantasy RTS for solo play
War Wind is tagged on Steam as a retro fantasy RTS with base building and single-player. It gives the shortlist an older-style, solo-focused option; the store description alone does not establish that it is better than the other games here.
