The original Unexpected Initiative objectives placed Fertilizer on the rooftop of Grandioso Apartments and the Water Pump in the broken rooftop gardens at Piazza Roma, both in Buried City. Those are legacy names: Embark Studios later added unique quest items and updated the names and descriptions of the quest’s Moisture Probe and EC Meter. Check your live quest tracker and interaction prompts for the current item names and exact targets.
Where the legacy quest items were located
These landmarks answer the older Fertilizer and Water Pump objectives. They are not confirmation that the current quest still uses those labels or the same interaction sequence.
- Grandioso Apartments — Fertilizer: The historical objective was on the rooftop, associated with interactable planters. An older walkthrough describes reaching the roof via the building’s interior zipline or lift shaft and stairs. Follow the live objective marker and prompt if they differ.
- Piazza Roma — Water Pump: The historical objective was in the broken rooftop gardens. Look for the quest interaction there when the tracker directs you to Piazza Roma.
Both locations are in Buried City. Exact current interaction points and localized item names have not been established here.
Why current quest wording may be different
Embark Studios’ version 1.7.0 patch notes say it “Added unique quest items to the ‘Unexpected Initiative’ quest” and updated the names and descriptions of the Moisture Probe and EC Meter quest items: official 1.7.0 patch notes. A quest database describes the revised objectives as a Moisture Meter at Grandioso Apartments and a Nutrient Meter at Piazza Roma, but the official update notes use different item names. Treat the in-game tracker and interaction prompts as authoritative for your current localization; do not assume ordinary inventory Fertilizer or a Water Pump will satisfy the quest.

Quest sequence and a historical spawn issue
The older walkthrough sequence was to reach Grandioso Apartments, search for Fertilizer, reach Piazza Roma, search for the Water Pump, then deliver both to Tian Wen. That guide says the objectives had to be completed in one raid, but it predates the unique-item update; verify whether the live tracker still requires that sequence or a single raid.
Embark’s version 1.7.2 hotfix notes report a fix for an issue that prevented Unexpected Initiative quest items from spawning: official 1.7.2 hotfix notes. This documents a historical fix, not a guarantee that every current interaction is free of issues. If a target fails to appear, recheck the active objective and prompt before relying on older location guides.

A secondary quest database lists IL Toro I, 40 Shotgun Ammo, and Shotgun Choke II as rewards. Treat these as database-reported rewards, not a verified guarantee for the current quest version.
