To befriend M. Rasmodius—the Wizard in Stardew Valley—visit his tower in Cindersap Forest and give him loved gifts. His birthday is Winter 17, when a gift has eight times its usual effect. At four hearts, you can enter his basement and use the Shrine of Illusions to change your appearance.
Where to find the Wizard
M. Rasmodius lives in the Wizard’s Tower in Cindersap Forest. The tower is accessible from 6 a.m. to 11 p.m., making it the dependable place to visit for routine gifts. He leaves for certain festival days, so do not count on finding him there during every festival. After unlocking the Witch’s Hut, its warp spot can provide access to the tower after 11 p.m. Stardew Valley Wiki: Wizard
What gifts the Wizard loves
His listed loved gifts are Book of Mysteries, Purple Mushroom, Solar Essence, Super Cucumber, and Void Essence. Giving one of these is a reliable way to build friendship. The list establishes which gifts he loves, but not how easy or costly each is to obtain; choose one you already have access to, or save a suitable item for his birthday. Stardew Valley Wiki: List of All Gifts
How often to give gifts—and when to use his birthday
You can give the Wizard up to two gifts per week, plus one additional gift on his birthday, Winter 17. A birthday gift has eight times its usual effect, so a loved gift given that day is especially useful. Keep track of the weekly limit when planning regular visits; the birthday gift is an extra allowance, not a replacement for the two weekly gifts. Stardew Valley Wiki: Friendship

The Wizard’s quests are story and progression tasks, not a substitute for the weekly gift routine. Examining the golden scroll in the Community Center’s Crafts Room leads to the “Meet the Wizard” letter and a visit that introduces the Junimo language. Later tasks ask for specific items and can provide rewards of their own:
