The opening Chikorita, Tepig, and Totodile choices in Pokémon Legends: Z-A are shiny-locked, but those species can be shiny in later wild encounters. Most fixed gifts and story encounters are locked too; the current encounter references list five special Hyperspace scan exceptions among Legendary Pokémon. Shiny Volcanion is available separately as a Pokémon HOME reward, not as proof that its fixed in-game encounter can be shiny.
Are the opening starters shiny-locked?
Yes. Chikorita, Tepig, and Totodile cannot be shiny when you choose your opening partner. Resetting for a shiny at that selection will not work, so choose the one you want for your playthrough.

The restriction applies to the selection encounter, not to the species. Chikorita, Tepig, and Totodile can appear shiny in later wild encounters, according to Serebii’s current shiny reference.
Which gifts and fixed encounters are shiny-locked?
According to the current encounter reference, Pokémon received as gifts or encountered through the story or requests are shiny-locked. This includes NPC gifts, scripted battles, and static encounters. Treat that as a rule about how you encounter a Pokémon—not a species-wide restriction: the same species may still be shiny when found in the wild.

Fossil Pokémon are an exception
Fossil Pokémon can be shiny at the base rate, according to the same reference. They are an exception to the general rule for fixed gifts and static encounters.
Which Legendary Pokémon can be shiny?
The current shiny reference lists Cobalion, Terrakion, Virizion, Latias, and Latios as eligible to appear shiny in special Hyperspace Zones or scans. These are encounter-specific exceptions; the claim is about those special Hyperspace routes, not every possible encounter with those species.

Other fixed Legendary and Mythical encounters are listed as shiny-locked. This includes the in-game fixed encounters for Xerneas, Yveltal, Zygarde, Mewtwo, and Diancie. The classification comes from the current specialist encounter reference, rather than an official comprehensive lock list. Pokémon’s Diancie announcement confirms that Diancie is awarded after completing the extra mission unlocked by claiming Diancite; it does not state whether that reward can be shiny.
How to get Shiny Volcanion through Pokémon HOME
Pokémon HOME offers Shiny Volcanion as a separate Mystery Gift for completing the Lumiose, Hyperspace, and Mega Evolution Pokédexes in Pokémon Legends: Z-A. The completed Pokédexes must be confirmed in HOME’s Games tab. Claim the gift through the mobile version of HOME; a linked Nintendo Account is required, and each Nintendo Account can receive it once.

Why older shiny-lock lists may differ
A guide published in October 2025 described Legendaries broadly as locked. That launch-era generalization no longer reflects the current list: the later Mega Dimension content includes the five shiny-eligible special Hyperspace scan encounters. Check the route and content being discussed rather than treating every species as either universally shiny-locked or universally eligible. Encounter rules can change with game updates or new HOME distributions.
