On 21 August 2025, after Parliament passed the Promotion and Regulation of Online Gaming Bill, Dream Sports and MPL began responding to the coming ban on online money games. The immediate actions were not identical: MPL announced a suspension of its money-involving games, while TechCrunch reported that Dream Sports had closed Dream Picks and planned to shut its real-money gaming business. The Act was later enacted, and its implementing Rules took effect on 1 May 2026.
What Dream Sports and MPL did in August 2025
The shutdown news arrived after Parliament passed the bill, but before presidential assent. TechCrunch reported on 21 August 2025 that assent was still pending, so the companies’ initial moves came in response to legislation that had passed Parliament but had not yet completed enactment.
MPL suspended money-involving games and stopped deposits
In a company statement dated 21 August 2025, MPL said: “Effective immediately, we are suspending all gaming offerings involving money on the MPL platform in India.” The company also said it would stop accepting new deposits and that customers could withdraw their balances. It said it would focus on competitive, free-to-play, non-money gaming.
That announcement records what MPL said it would do at the time; it does not establish the app’s present availability or the withdrawal process currently offered to customers.

Dream Sports’ response was reported, not directly announced
TechCrunch reported that Dream Sports had shut its newly launched Dream Picks app and planned to close its real-money gaming business once the legislation took effect. At the time of that report, Dream11 and Dream Play were still operating. Dream Sports declined to comment to TechCrunch, so the planned shutdown should be understood as a reported company plan, not a direct public statement from the company.
The August 2025 report does not establish the present status of Dream11, Dream Play, Dream Picks, or any other Dream Sports service.

What the law prohibits—and what it does not
The Promotion and Regulation of Online Gaming Act, 2025 prohibits online money games whether they are based on skill, chance, or a combination of the two. The government’s description also says the framework prohibits advertising, promotion, and facilitation of those games; bars banks and payment systems from processing related transactions; and allows unlawful platforms to be blocked under the Information Technology Act, 2000.
The distinction is not simply between “games” and “no games.” The government’s framework treats online money games separately from esports and online social games. It promotes the latter categories, subject to the relevant rules and processes. The Press Information Bureau described the Act as imposing “a complete ban on all forms of online money games” in its 30 April 2026 backgrounder; that description concerns money games, not every form of online play.

Rules in force from 1 May 2026
The Promotion and Regulation of Online Gaming Rules, 2026 came into force on 1 May 2026. They establish the Online Gaming Authority of India and set out processes for determining whether a game is prohibited or belongs to a permitted category. The government says the framework includes possible registration for esports and for categories of online social games if notified, user-safety requirements, grievance processes for providers, and an appeal route.
Accordingly, a free-to-play game is not automatically an esports title or an online social game under the framework. The relevant category and the game’s features matter; the government’s rules provide processes for classification rather than treating all digital games as one category.

How to read the market figures
The available figures describe different things and come from different publishers. The Press Information Bureau’s 2026 backgrounder gives a 2024 market estimate and a separate forecast. TechCrunch’s 2025 account relays industry-body estimates about the sector’s value and economic contribution. They are not directly comparable, audited totals.
| Figure | What it describes | Source and qualification |
|---|---|---|
| INR 232 billion | Indian online gaming market revenue in 2024 | Press Information Bureau, 2026 backgrounder |
| 77 percent | Share of 2024 market revenue attributed to transaction-based games | Press Information Bureau, 2026 backgrounder |
| INR 316 billion by 2027; 11 percent CAGR | Projected Indian online gaming market size and growth rate | Press Information Bureau, 2026 backgrounder; projection, not a realized 2027 result |
| ₹2 trillion | Combined enterprise valuation attributed to the industry | Industry-body estimate relayed by TechCrunch in 2025; not an audited or government-confirmed total |
| ₹310 billion | Cumulative revenue attributed to the industry | Industry-body estimate relayed by TechCrunch in 2025; not an audited or government-confirmed total |
| ₹200 billion | Annual direct and indirect taxes attributed to the industry | Industry-body estimate relayed by TechCrunch in 2025; not an audited or government-confirmed total |
| 28 percent CAGR through 2028 | Projected compound annual growth rate | Industry-body estimate relayed by TechCrunch in 2025; projection, not an observed result |
The 77 percent share refers to transaction-based games’ portion of the 2024 market revenue; it does not mean that 77 percent of all games, players, or companies were real-money products. Likewise, the 2027 market forecast and the industry-body estimates relayed in 2025 differ in scope and basis, so they should not be combined into a single measure of the ban’s financial impact.
