No. Battlefield 1 does not offer offline multiplayer matches against bots. An EA Forums response addressing this exact question says multiplayer requires being online with other players. EA’s current product page also says the game requires an internet connection and an EA account.
What you can play offline
EA lists Battlefield 1’s campaign and multiplayer battles as separate experiences. The campaign is the single-player option; its presence does not mean the multiplayer modes can be played against AI opponents offline.

What happens if you choose multiplayer?
Battlefield 1’s multiplayer is intended for online play with other people. EA’s product page lists the game for PC, PlayStation 4, and Xbox, and describes multiplayer battles for up to 64 players. That 64-player figure is EA’s current listing for the game, released on October 20, 2016; it is not a promise that every match will have that many players.
Do Custom Games include bots?
No offline bot mode is advertised in EA’s description of Official Custom Games. Those games are multiplayer matches with modified rules and settings, such as visibility, classes, weapons, and server settings. Changed match settings should not be confused with AI opponents or offline play.

The direct answer about bots comes from an EA Forums reply by a user labeled “Hero (Retired),” not a formal EA support policy. The reply says: “Sorry but this is not able to be played with bots. You need to be online with others for multiplayer in Battlefield.” EA’s product page independently states that Battlefield 1 requires an internet connection and an EA account. The official pages reviewed do not explicitly inventory every possible bot configuration, so the clearest practical answer is that they do not describe an offline multiplayer bot mode.
