Yes—if your PC copy of Grand Theft Auto V is owned through Rockstar Games Launcher or another non-Steam storefront, you can run it without Steam. A Steam copy remains tied to Steam: adding it to Rockstar Games Launcher does not turn it into a separate Rockstar copy. For Story Mode, offline play is also possible after setup, but you need an internet connection for initial activation and periodic entitlement checks.
Does it depend on where you bought GTA 5?
Yes. The storefront that owns your PC entitlement determines how the game is installed and managed. Rockstar says Steam manages installation and updates for Steam titles, and the Steam client must be running to update them. Rockstar Games Launcher can detect supported installations, but detecting a Steam installation does not change its ownership or make it a standalone Rockstar entitlement. Rockstar’s guidance on adding Steam and non-Steam installations explains this distinction.

What “without Steam” means for activation and accounts
A non-Steam copy avoids Steam as its storefront launcher, but it does not remove Rockstar’s account and activation requirements. Rockstar’s Rockstar Games Launcher system requirements say an internet connection is required to sign in or create an account and activate games. Once activated, PC play may still require periodic online entitlement verification.

Use the Rockstar account linked to the copy you own. Rockstar says characters and progress on PC can be shared across editions when those editions are linked to the same Rockstar account; that account linkage does not make a Steam purchase usable as a separate Rockstar Games Launcher entitlement. How to launch GTA 5 offline for Story Mode
Rockstar’s GTAV-specific instructions, last updated February 28, 2025, are for Story Mode. They use the Rockstar Games Launcher’s offline-only launch argument:

- Open Settings, then select GTAV.
- Under Launch Arguments, enter
-scofflineonly. - Select Play in Rockstar Games Launcher, or launch the game through your preferred launcher.
These steps are from Rockstar’s GTAV offline-mode instructions. To connect again for GTA Online, cloud synchronization, or updates, remove the launch argument and relaunch.
What works offline—and what needs a connection?
- Story Mode: Rockstar says it generally does not require an internet connection after setup, subject to periodic entitlement verification.
- First activation: Requires an internet connection and Rockstar account sign-in.
- GTA Online: Requires connecting to play online; offline mode is for Story Mode, not GTA Online.
- Cloud synchronization and updates: May require reconnecting. Keep in mind that a Steam copy’s updates are managed by Steam.
- Long-term offline use: Not guaranteed. Rockstar says GTAV on PC requires periodic entitlement verification over the internet; reconnecting allows that check to take place.

If GTA 5 will not launch without Steam
First check which store owns the copy, rather than assuming the launcher can convert it. A Steam entitlement remains a Steam installation. For a Rockstar Games Launcher copy, confirm you are signed into the Rockstar account that holds the entitlement and that the game has been activated online. If you are switching back online after using the offline-only argument, remove -scofflineonly and relaunch.
If a Rockstar Games Launcher install was started through Steam or Epic and fails to launch, Rockstar has a separate troubleshooting page for that situation: Unable to launch Rockstar Games titles after installing through Steam or Epic. Also, Rockstar’s page on games that do not require sign-in from Rockstar Games Launcher should not be read as removing GTAV’s account and entitlement requirements.
