ddraw.iniand find themaxfps=line. Lower its value, save the change, then launch the game and see whether scrolling improves.
The forum reply warns online players not to set maxfps below 60. It does not establish an ideal value or guarantee that changing this setting will fix fast scrolling.
Do not make conquer.ini read-only as a workaround
The original poster says their conquer.ini edits reverted and that setting the file to read-only prevented the game from starting. The thread does not explain why this happened or show that it affects other installations. Avoid repeating that read-only change as a general fix.

For Remastered Collection: address scrolling that breaks after alt-tabbing
If the problem is that edge scrolling stops in some directions after switching away from Remastered Collection, players in the Steam discussion suggest checking the General option Enable mouse cursor screen edge scrolling, refocusing the game, or pressing Alt+Enter to switch window mode and back. These are anecdotal suggestions for a focus-related failure, not remedies established for excessive scroll speed in classic C&C.
