On December 9, 2025, the Call of Duty team said it would no longer release Modern Warfare or Black Ops games back to back. That is a real change to the franchise’s release strategy, but it is not an admission that Black Ops 7 failed, nor an announcement that Call of Duty is ending annual releases. The team said its main goal was to make each year’s game feel unique.
What did Call of Duty announce?
The Call of Duty team’s December 9, 2025 statement said: “We will no longer do back-to-back releases of Modern Warfare or Black Ops games.” The rule is specific to consecutive games in those two sub-series. It does not prohibit a Call of Duty game every year, and the team did not announce a replacement schedule or identify the next game.

The team explained: “The reasons are many, but the main one is to ensure we provide an absolutely unique experience each and every year.” It also said: “We will drive innovation that is meaningful, not incremental.” These are the team’s stated objectives; the announcement did not specify a development-cycle length or describe how future releases would meet them.
Why did this change follow Black Ops 7?
Black Ops 7 followed Black Ops 6, making it the first time the Black Ops sub-series had consecutive releases. When Activision announced the newer game in June 2025, Tyler Bahl, then Head of Activision Publishing Marketing, said the company wanted players to have more time with live seasons across Black Ops 6 and Call of Duty: Warzone before moving to the next game. The later policy reverses the back-to-back approach while giving a different stated reason: making each year’s experience distinct.

The sequence helps explain why the December statement drew attention, but it does not establish that one specific event or performance measure caused the policy change. The official post thanked players for feedback and acknowledged that the franchise had not fully met some players’ expectations. It did not explicitly say the decision was made because of Black Ops 7 sales or player numbers.
Did Activision admit Black Ops 7 failed?
No. “Admits defeat” is an interpretation of the timing and tone of the announcement, not the language the Call of Duty team used. The team acknowledged dissatisfaction among some players and said it intended to improve, but did not label Black Ops 7 a failure.

The December statement supplied no sales, revenue, player-count, engagement or user-rating figures for the game. Without those figures or an explicit causal statement, the release-policy change alone cannot establish how the game performed or why Activision made the decision.
Is Call of Duty ending annual releases?
The announcement does not say that. Avoiding consecutive Modern Warfare or Black Ops games leaves open the possibility of annual Call of Duty releases in other configurations. The team did not say whether a different sub-series would appear between those games, promise a longer interval between every franchise entry, or provide a future calendar. It said it was not sharing its future plans at that time.

What else did the team promise in December?
The statement asked players to judge Black Ops 7 through a free Multiplayer and Zombies trial planned for the following week, with Double XP. It also promised ongoing seasonal updates and said support would continue until the game earned a place among the best Black Ops games. Those were plans and commitments in the announcement; they do not, by themselves, show what results the trial or later support achieved.
