No. Steam does not let you transfer a game you already own to another account. To give someone their own copy, buy an eligible new copy as a gift or give them a Steam Gift Card. If you want them to play a game without changing who owns it, check whether it is eligible for Steam Families.
Can you transfer a Steam game to another account?
No. Steam says you may gift new purchases, but you may not transfer games you already own. Once a recipient accepts a gift, the game becomes part of their Steam collection. Steam Gifts

A Steam Gift Card does not move your existing game either; it gives the recipient funds to buy a game on their own account.
How to give someone their own copy
Buy a new copy as a gift if the game and recipient are eligible. In checkout, choose the gift option and select the recipient from your Friends List. Some games cannot be gifted, and regional price restrictions can block gifts between purchase regions. Steam says the recipient has 30 days to accept; if they take no action, the gift is cancelled and the purchaser is refunded. Check the current Steam Gifts FAQ and the game’s Steam Store page for current restrictions.

If gifting is unavailable, Steam suggests giving a Steam Gift Card so the recipient can purchase the game on their own account. Either option requires new spending.
Can they play your game without owning it?
Possibly, through Steam Families, but sharing access does not transfer ownership. A Steam Family can have up to six members, and not every game is shareable. Whether members can play simultaneously depends on how many copies of the game the family owns. See Steam Families FAQ for eligibility and membership details.

Does buying the game twice give you a gift copy?
Usually, no. A normal duplicate purchase does not create a spare copy to give away. Steam issues extra copies only in specific cases, such as eligible four-packs or promotions that explicitly state extra copies are included on the transaction page. Those promotional copies cannot be bought or sold. If you think your purchase included one, check Steam’s Manage gifts & guest passes area.

Why copying the game files or handing over your account won’t work
- Copying installation files: Steam’s local network transfer feature moves game content between devices to speed up installation or updates. It does not move ownership, save files, or account access. The receiving account still needs its own entitlement or eligible family access. Local Network Game Transfers
- Making another account: Purchased or activated games remain accessible from the original account; creating a second account does not transfer them. Steam account access
