Which Fallout 76 versions can play together?
Bethesda explicitly confirms crossplay between the Steam and Microsoft versions of Fallout 76 when both players are on PC. Its support page says PC players can play together “in all game modes” regardless of whether they use Steam or Microsoft on PC. Bethesda Support: Steam and Microsoft PC play

Can a PC player join someone on an Xbox console?
Bethesda’s reviewed support pages do not document PC-to-Xbox-console crossplay. They do state that the PC and Xbox console versions do not share progress, and that characters and progress cannot be moved between platforms. Those are progression statements, not a direct quote ruling out crossplay, so the precise answer is that Bethesda confirms PC storefront crossplay but does not establish PC-to-console play in this guidance. Bethesda lists Xbox One, Xbox Series X|S, PlayStation 4, PlayStation 5, and compatible PCs as supported platforms. That list identifies where the game is available; it does not mean every platform can join the same session. Bethesda Support: supported platforms
Does the Social Menu let you join across platforms?
Bethesda explains how to join an online friend through the Social Menu, including friends in other countries, but that guidance does not say the feature connects PC players to Xbox console players. What happens to PC progress between Steam and the Xbox app?
For PC storefronts, Bethesda says characters, progress, and in-game items are available through Steam or the Xbox app for PC when the same Bethesda.net account is used. It names exceptions: Atoms, Season Tickets, and Fallout 1st membership balance do not transfer between the Xbox app and Steam; Atoms remain on the platform where they were received.
