Steam’s gifting rules say you can gift new purchases, but “you may not transfer games you already own.” If someone else needs the game, the options are to share access through Steam Families when the title qualifies, or buy them a new copy.
What happens to ownership?
A game license stays with the Steam account that owns it. Buying a new copy as a gift adds that copy to the recipient’s account after redemption; it does not move your existing license. Steam describes a redeemed gift as becoming part of the recipient’s collection. Steam’s Gifts FAQ explains the distinction.
There is no account setting or support request that turns an already-owned game into a transferable gift. If you bought the game on the wrong account, contact Steam Support about the purchase or account issue, but do not assume the license can be reassigned.
Ways someone else can play your games
Use Steam Families for eligible games
Steam Families lets eligible household members access games in a shared family library without changing who owns them. Steam says ownership remains with the purchaser. A family can have up to six members, but not every game is eligible: exclusions may involve third-party accounts, subscriptions, free-to-play or regional restrictions, operating-system limits, or publisher settings. There are also limits on play at the same time. Two family members can play different games from one member’s library at once. To play the same game simultaneously, the family needs enough copies of that game. Borrowers use their own accounts and can earn their own achievements; whether their progress saves depends on the game. Steam also applies family and member-slot cooldowns. Adults who leave a family must wait one year before creating or joining another, so do not treat family switching as an instant workaround.
Buy a new copy as a gift
When you purchase a new game as a Steam gift, it is delivered to another account and becomes part of that account after redemption. Steam says the recipient has 30 days to accept a delivered gift. Region rules, a recipient who already owns the game, and title-specific restrictions can prevent a gift from being sent or redeemed. If a direct game gift is unavailable, a Steam gift card can help fund a new purchase, but it still does not transfer your copy. Check Steam’s gifting guidance for the applicable restrictions.

Moving a Steam game to another PC is different
If by “transfer” you mean moving the installation to another computer, Steam’s Local Network Game Transfers can copy game content and updates between devices on the same LAN. This can reduce the need to download the files again, but the destination PC still needs to use an account with access to the game. The feature does not copy licenses, save games, or configuration files.
Steam requires both clients to be online, able to see one another on the LAN, configured compatibly, and the sending client to be idle. Consult the Local Network Game Transfers FAQ for the current settings and requirements.

Do not share or sell the account
Giving someone your password is not a license transfer and puts account security at risk. Steam advises keeping credentials confidential and recommends family sharing for access. Steam also says buying or selling promotional extra copies violates the Steam Subscriber Agreement and can result in accounts being permanently disabled.
