It depends on which Dungeons & Dragons rules your table uses. Under the 2014 rules, a druid cannot cast spells while in Wild Shape until gaining Beast Spells at level 18. Under the 2024 rules, the level-18 feature also allows spellcasting in Beast form, but not with spells that have a priced material component or consume their material component.
2014 rules: spellcasting starts with Beast Spells at level 18
The 2014 Druid rules do not allow spellcasting in Wild Shape before the druid gains Beast Spells at level 18. The official Sage Advice Compendium, version 2.5 (2020), states: “A druid can cast spells in a Wild Shape form only upon gaining the Beast Spells feature at 18th level.”
What Beast Spells permits
At level 18, Beast Spells lets a druid perform verbal and somatic components while in a form assumed with Wild Shape. It does not let the druid provide material components. That is a limited permission, not unrestricted spellcasting. The 2014-era Druid class rules place this feature at level 18.
A speaking form does not change the rule
The Sage Advice clarification specifically addresses elemental forms: even though the 2014 Elemental Wild Shape forms can speak, being able to speak does not itself grant permission to cast spells. The druid still needs Beast Spells.

Archdruid is a separate level-20 benefit
The 2014 Archdruid feature at level 20 separately lets the druid ignore verbal and somatic components, as well as material components that have no cost and are not consumed, in normal and Wild Shape forms. This does not change when Beast Spells first becomes available: that feature arrives at level 18.
2024 rules: Beast Spells allows casting in Beast form
The revised Druid rules also grant Beast Spells at level 18, but phrase its permission differently: “While using Wild Shape, you can cast spells in Beast form, except for any spell that has a Material component with a cost specified or that consumes its Material component.” See the revised Druid class rules.

In the 2024 wording, the stated exceptions are spells with a specified-cost material component and spells that consume their material component. Do not substitute the 2014 rule that Beast Spells does not let the druid provide material components; the two editions use different language.

How to apply the rule at your table
- Identify the rules version. Check whether your table is using the 2014 or 2024 Druid rules; the component restrictions differ.
- Check the druid’s level. Under either version, Beast Spells arrives at level 18. Before then, the 2014 Sage Advice clarification says a druid cannot cast spells in Wild Shape.
- Apply the matching component rule. For 2014, Beast Spells permits verbal and somatic components but not material ones. For 2024, check whether the spell has a material component with a specified cost or consumes its material component.
- Do not treat speech as spellcasting permission. Under the 2014 clarification, a form’s ability to speak does not bypass the level-18 restriction.
