What happens when a skill reaches 100?
Once a skill reaches 100, its usable value is capped there. Additional points do not produce an effective 101, 102, or higher skill value. The Fallout Wiki’s skills reference describes the game as retaining some increases internally beyond the cap, even though the effective skill remains 100. That internal-tracking detail comes from a specialist community reference rather than an accessible Bethesda explanation, so it should not be mistaken for an official statement.

The distinction helps explain reports of skill increases after reaching 100: an increase may still be recorded internally without raising the skill’s normal usable value. Any retained excess may cushion later reductions from equipment or other effects; it is not a way to improve ordinary skill use beyond the cap.
Can books and bobbleheads push a skill over the cap?
Skill books and skill bobbleheads can add skill points. A book normally adds one point, or two with the Comprehension perk; a bobblehead adds points to its associated skill. The Fallout Wiki’s skill-point reference describes these sources of increases. If a skill is already at 100, do not expect the added points to make its effective value exceed 100.

Does Broken Steel raise the skill cap?
No. Broken Steel raises the character-level cap, not the cap on an individual skill. Bethesda Support states that the maximum character level is 20 without the add-on and 30 with Broken Steel: What is the max level in Fallout 3? Those are level limits, not skill values. More character levels provide additional progression opportunities, but they do not make a skill’s effective value exceed 100.
