No—not in standard, unmodified Pokémon FireRed. Haunter evolves into Gengar by trading it to another player, and the reviewed NPC trade lists do not show an in-game character who will trade you a Gengar. Your choices are to make a player-to-player trade or use a modified version of the game.
How do you get Gengar in standard FireRed?
First, evolve Gastly into Haunter. Then trade Haunter to another player; it evolves into Gengar as part of the trade. To keep Gengar, arrange for the other player to trade it back to you.

An NPC trade is not a substitute for this evolution. The reviewed trade references list exchanges such as the Route 11 Nidorino/Nidorina trade, but no NPC trade that gives you Gengar. See the in-game trade reference.

If you consider a ROM hack, check that project’s own documentation for its specific evolution rules and setup requirements. A feature in one modified version does not apply to the original game.

Can you trade in the Switch or Switch 2 versions?
Nintendo says the Switch and Switch 2 releases adapt the original connectivity features for local wireless play. The Pokémon Wireless Club supports up to four players, but Nintendo’s FAQ states, “Online play is not supported.” So these releases provide a way to trade locally, not a way to evolve Haunter alone or trade over the internet.

No. The original instruction manual describes connecting a Game Boy Advance game pak to another compatible game, with a separately sold Wireless Adapter as one connection option. Those accessories support multiplayer connectivity; they do not change Haunter’s evolution method. You still need another compatible player or system to make the trade. The FireRed instruction manual covers the original hardware connection setup.
