Yes. Fortune III can appear as an enchantment-table result on an eligible item, but the result is random: even the level-30 option does not guarantee Fortune III. With 15 correctly positioned bookshelves, you can unlock that top table option; if you get a lower Fortune level, an anvil gives you another route to Fortune III.
How to try for Fortune III at the enchantment table
- Place 15 bookshelves around the table. Leave one block of air between the bookshelves and the enchanting table. This standard setup enables level-30 enchantment options.
- Bring at least 30 experience levels and three lapis lazuli. Select the third option, which is the level-30 choice. It costs three levels and three lapis lazuli to use; having 30 levels available is the requirement to select it.
- Check the result. The table chooses enchantments randomly, so a level-30 attempt can produce something other than Fortune III, or Fortune at a lower level. There is no established universal percentage for the chance of getting Fortune III.
Fortune and Silk Touch are incompatible on the same item. If the table result includes Silk Touch, it cannot also give that tool Fortune.
What to do if the table gives you Fortune I or II
Use an anvil to combine matching Fortune levels: two Fortune I items can become Fortune II, and two Fortune II items can become Fortune III. You can also use an anvil to apply a Fortune enchanted book to a compatible tool. This route is more controlled than repeated table attempts, but it depends on obtaining the lower-level items or book and costs experience levels at the anvil.
How Fortune III affects drops
Fortune increases drops from certain blocks, but it does not increase experience drops. For the ores and amethyst clusters covered by the cited Minecraft Wiki reference, Fortune III has an average drop multiplier of 2.2, with possible multipliers of two, three, or four. That average applies to the listed drops; it is not a universal rate for every block, and it does not mean every mined block yields the maximum drop.

Version and odds caveat
