An open world can support both, but a large map or a long list of options does not guarantee meaningful agency or surprising, satisfying play.
What is emergent gameplay?
Emergent gameplay arises when a player’s actions interact with game systems to produce situations or stories that are not simply a fixed, authored sequence. A character’s behavior, environmental rules, tools, and player decisions can combine in ways that surprise the player.

That does not mean anything can happen. Designers define the rules, actors, spaces, and tools that make up the possibility space. Emergence describes outcomes within that designed system, not an absence of design. GDC’s 2014 session Free-Range AI: How to, by Matthias Worch, Aaron Canary, and Jeet Shroff, discusses ambient AI and systemic gameplay as ways to support nonlinear choices and emergent experiences while retaining structured narrative.
What does player agency mean in open-world games?
Player agency is the felt ability to direct play through intentional decisions. It is not the same as unrestricted freedom: an abundance of options can be frustrating if players cannot understand their goals, the rules, or the likely consequences. In a GDC session listing, Scott Rigby’s talk on autonomy cautions against treating autonomy as simply giving players freedom; GDC’s description of the session connects autonomy with motivation and the risk of disappointment. For a player to act intentionally, the game needs to communicate enough about its dynamics for them to make plans. The GDC listing for Clint Hocking’s session, Designing for Intentional Play in, defines intentionality as the player’s ability to formulate meaningful goals and a means to achieve them through understanding game dynamics. The listing also identifies transparency as a challenge in highly intentional possibility spaces. In practice, a player should be able to make sense of what happened well enough to adjust their next decision.
How do choice, agency, emergence, and open worlds differ?

These ideas overlap, but they are not interchangeable. Choice concerns available decisions; agency concerns the player’s ability to make and act on intentions; emergence concerns the results of interactions. Open-world design may give players more room to set their own route or order of play, but it does not by itself establish the other three.

How open-world games let players choose how to play
Choices do not have to change the main plot to matter. They may affect how a player tackles an objective, where they travel, whom they help, how they use resources, or what self-directed goal they pursue. A useful test is whether alternatives support different intentions or consequences—not simply whether the menu, map, or quest log contains many options.
Systemic behavior can create moments the designer did not script as a single sequence, while authored missions and narrative beats provide direction and pacing. The design challenge is to make room for nonlinear play without making the world’s rules too opaque for players to plan. A surprising result can be engaging, but surprise alone is not a virtue: players need enough information and control to understand their situation and decide what to do next.

Why emergent stories are not the same as authored stories
An authored story is arranged into a designed sequence. An emergent story takes shape through interactions among players, characters, and systems; its particular sequence may not have been anticipated by the designer. The two can coexist: a game can offer structured narrative while allowing systemic events to alter the route a player takes through it.
The Sims is a useful adjacent example of emergent storytelling, rather than proof that every open-world game works the same way. GDC’s 2018 session Storytelling in The Sims: How, by Matt Brown, covers player-told stories and stories players may not have expected, as well as the balance among structured narrative, player empowerment, and AI-driven stories.

How to compare open-world design approaches
There is no single objectively best balance between authored direction and systemic freedom. To understand how a particular game handles choice and emergence, consider these questions:
- Rule clarity: Can players learn how the world’s systems work and make useful predictions?
- Goal-setting: Can players pursue goals of their own, or does play mostly follow authored objectives?
- Effects of choice: Do decisions change tactics, routes, relationships, resource use, or narrative?
- Systemic activity: Can NPCs and world systems create situations beyond a fixed mission sequence?
- Narrative shape: How does the game preserve pacing and story structure while permitting nonlinear play?
These questions reveal more than map size or the raw number of available actions. They also help distinguish a game that offers freedom on paper from one that makes its possibilities understandable and useful to the player.
