Yes—in the story’s practical terms, the Hero of Kvatch becomes the new Sheogorath. At the end of The Elder Scrolls IV: Shivering Isles, Jyggalag says the Hero holds the mantle of madness, inherits the realm, and is Sheogorath, Prince of Madness. The game establishes the succession; it does not spell out every metaphysical detail of what happens to the Hero’s identity.
What happens at the end of Shivering Isles?
Shivering Isles is an official expansion to The Elder Scrolls IV: Oblivion, set in Sheogorath’s plane of Oblivion. Bethesda and 2K described the adventure as one in which Sheogorath makes the player his champion and challenges them to “wear the mantle of a god” (publisher announcement, March 27, 2007).
In the finale, Jyggalag is freed to roam Oblivion, while the Hero remains in the Shivering Isles. In the ending dialogue reproduced by a community discussion, Jyggalag tells the Hero: “You now hold the mantle of madness, and Jyggalag is free to roam the voids of Oblivion once more.” He also says the realm is theirs and bids farewell to “Sheogorath, Prince of Madness” (discussion reproducing the ending dialogue).
What does “becomes Sheogorath” mean?
The clearest supported reading is succession: the Hero takes Sheogorath’s mantle, title, and realm. Calling this “mantling” is a useful description of that transition, but the quoted ending lines do not explain whether the Hero’s identity is erased, merged with the former Prince, or transformed in some other specific way. Those details should not be treated as settled by the ending alone.

Sheogorath is also reported to tell the player earlier in the questline, “You’ll be my champion. You’ll grow powerful. You’ll grow to be me. Prince of Madness, a new Sheogorath.” Haskill’s reported post-ending dialogue likewise refers to the player assuming Sheogorath’s mantle (discussion reproducing reported quest dialogue). These are community-reproduced lines; Jyggalag’s ending remains the direct basis for the conclusion.
Is the Hero a Daedric Prince after the ending?
The ending presents the Hero as Sheogorath, Prince of Madness, and ruler of the Shivering Isles. That makes “the Hero becomes a Daedric Prince” a fair summary of the story outcome. The dialogue does not provide a technical account of the Hero’s new nature beyond the mantle, title, and realm, so more specific claims about apotheosis or identity go beyond what it explicitly says.

What happens to Jyggalag?
Jyggalag is freed to leave the Isles and roam Oblivion. The ending distinguishes him from the new Sheogorath: Jyggalag departs, while the Hero remains as the figure addressed by that title. It does not, by itself, establish the Hero’s complete later history.
