No—not if you stream a supported game through Xbox Cloud Gaming. To play a game locally on a console or PC, you do have to download and install it. Cloud play avoids the local game install, but only when the title, subscription, region, device, and internet connection are supported.
Choose between downloading and cloud gaming

Downloading uses local storage and requires waiting for the game to finish downloading. Streaming avoids that game download, but depends on cloud eligibility and a suitable internet connection. Xbox says streaming performance can be affected by your connection, location, and device. Its Cloud Gaming page describes the service as letting players access hundreds of console games on devices they already have.
How to download a Game Pass game
On an Xbox console
- Sign in to your console with the account that has the Game Pass subscription.
- Find the console game in the Game Pass library and choose the download or install option.
- Wait for the download and installation to finish before launching it.
On a PC
- Install and open the Xbox PC app on a supported Windows PC.
- Sign in with the account that has the subscription.
- Choose a supported PC game in the Game Pass library and select the install option.
Xbox lists Windows 10 or Windows 11, version 22H2 or higher, for the Xbox PC app. Installing the app is not the same as installing an individual game: the app lets you browse and download games, while cloud play is also available through supported browsers and devices.
What you need to stream instead of install
Cloud play is not available for every game or in every situation. Xbox’s US Cloud Gaming page lists an active Game Pass Ultimate, Premium, or Essential subscription, a supported game, and a supported region as requirements. Supported devices listed there include Windows PCs, phones and tablets, Xbox consoles, selected smart TVs, Amazon Fire TV, and selected VR headsets. Device and service availability can change, so check the current Xbox requirements and cloud game library for your location.

- A cloud-playable game: Xbox says most Game Pass titles are available in the cloud, but availability varies over time and by region, plan, and platform. Check the individual game’s current listing rather than assuming it streams.
- A supported device and connection: Xbox lists a minimum download speed of 10 Mbps; some devices may require 20 Mbps for best quality. These are Xbox’s product guidelines, not a guarantee of streaming performance. Xbox recommends 5 GHz Wi-Fi.
- A way to control the game: A compatible Bluetooth or USB controller is required for cloud gaming, although select games support touch controls.
Does cloud gaming mean no downloads at all?
No. It means you do not download and install that game locally to play it through the cloud. You still need a supported device, a way to access Xbox Cloud Gaming, a qualifying subscription, and a suitable connection. If the game is not listed as cloud playable for your plan and region, local play requires downloading it on a compatible console or PC.
