It first appeared in a Bungie Weekly Update, then grew into a recurring gag with a recognizable look—and, in 2013, an Xbox Live avatar outfit.
Who created Mister Chief?
Frank O’Connor created Mister Chief while working with Bungie. In his first-person account for Xbox Wire, O’Connor said he was writing about Halo 2 and needed an image to go with the material. He improvised a mock screenshot featuring an off-brand alter ego of Master Chief.
O’Connor later summed up the joke’s unexpected longevity this way: “Full disclosure: Mister Chief is a terrible idea that snowballed out of control, and now we’re stuck with it, like the internal combustion engine or Justin Bieber.”
How did Mister Chief start?
O’Connor said Mister Chief first appeared in the Bungie Weekly Update, which he described as a community bulletin about Halo. What began as a quick illustration became a recurring joke as the character kept turning up in the community-facing material. O’Connor’s account is the central source for the origin; contemporaneous coverage by GeekWire also reported on the character and its 2013 return as an avatar outfit.

What made Mister Chief recognizable?
The character’s visual identity came partly from keeping the drawings simple. O’Connor described a mostly fixed, slightly angry expression with clenched teeth. He often left the hands out and placed Mister Chief in front of something easy to draw, using straightforward poses and props rather than elaborate scenes.
The roughness was part of the gag, but O’Connor corrected a persistent assumption about how he made the images: “Now, everyone thinks I make these things in MS Paint. I literally never have.” He said he used Photoshop or physical media, and that Photoshop’s fill bucket made coloring easier.

Was Mister Chief an official Halo character?
Mister Chief was an unofficial comic alter ego, not a canonical Halo character. O’Connor called him an off-brand version of Master Chief and said he did not believe the character had artistic or canonical merit. The joke depends on the contrast: Mister Chief borrows Master Chief’s recognizable identity but treats it as material for intentionally crude humor.
O’Connor recalled the sort of response the character drew from the community with the question, “What is this affront to god and why do you suffer it to live?” He presented that as a typical reaction from the era, not as a quotation attributed to a particular reader.

What happened to Mister Chief in 2013?
On October 21, 2013, Xbox Wire published O’Connor’s retrospective on Mister Chief and announced male and female Xbox Live avatar outfits based on the character. GeekWire reported the outfit’s price at the time as $2.99. That figure describes the 2013 release, not a current price.
The announcement documents a digital avatar release; it does not establish that the old outfit remains purchasable today. Nor does it show that a physical Mister Chief collectible is currently available. Halo merchandise more broadly is a separate category: the Xbox Game Studios Shop’s Halo collection includes franchise products such as a Master Chief vinyl figure, which depicts Master Chief rather than Mister Chief.
