You can add a game you already have installed to Steam as a non-Steam shortcut, but that does not give you a Steam license or Steam updates. To play a Steam game without paying yourself, use a legitimate free-to-play offer, an active Free-to-Keep promotion, Steam Families sharing for an eligible title, or a product key you have legitimately obtained.
Choose the route that matches what you need

Add an installed game as a non-Steam shortcut
Use this option if the game is already on your computer and you want to launch it from your Steam library. Steam describes the result plainly: “This will only add a shortcut to your game in the Steam client.” It does not make Steam the game’s license provider, enable Steam to download its updates, or prove ownership of the game on your account. - Launch Steam.
- Open Games and select Add a Non-Steam Game to My Library.
- Browse for the game program on your computer, or select it from the list Steam displays.
- Select Add Selected Programs.
If the game is not installed, this process will not download it. Use the game’s own installer or another legitimate source to install it first.
Get games that are genuinely free on Steam
Free-to-play games
Steam says free-to-play games are “free to download and can be played without a subscription or a credit card.” Some include optional paid items or content, and individual games may have their own account requirements. Steam’s support page also says players are not required to buy in-game items to play or progress. Find available titles in Steam’s Free to Play catalog; the selection can change. There is a separate account limitation to know about: accounts with no purchased game and no funds added to the Steam Wallet may have limited access to some Steam Community features. That limitation is not a requirement to buy a game in order to play free-to-play titles.
Temporary Free-to-Keep offers
Steamworks supports time-limited Free-to-Keep promotions. When a promotion ends, the free package is removed from the game’s store page. Check the game’s live Steam store page to confirm that an offer is currently active and whether it has been claimed; general promotion information does not mean a particular game is free now. Play an eligible game through Steam Families
Steam Families can provide access to eligible games owned by participating family members. Steam says a family can include up to six members, and the original purchaser keeps ownership. Sharing is not universal: availability may be limited by third-party keys, accounts or subscriptions, regional or operating-system restrictions, publisher choices, or a game’s private status. A valid product key is different from a non-Steam shortcut: activation can add the associated product to Steam, while a shortcut only points to a program on your computer. What adding a game does—and does not—mean
- Non-Steam shortcut: puts a launcher entry in your library; it does not grant a Steam license or Steam-delivered updates.
- Free-to-play: gives access to a title listed as free, though optional purchases and game-specific account rules may apply.
- Free-to-Keep promotion: offers a game at no cost during the promotion; verify the current offer on its Steam store page.
- Steam Families: shares access only to eligible games, with ownership remaining with the purchaser.
- Product-key activation: uses a legitimate key through Steam’s activation flow; it is not the same as adding a shortcut.
