In Java Edition, a pillager spawning in an outpost’s spawn area has a 6% chance to spawn as a patrol leader—roughly 6 in 100 eligible spawns. That is a per-spawn chance, not a guarantee that one captain will appear every 16 spawns or within a set amount of time. The cited rate is for Java; it is not established here for Bedrock Edition.
What the 6% chance means
The Minecraft Wiki’s undated, community-maintained Pillager Outpost page gives a 6% chance for a Java outpost pillager to spawn as a patrol leader. In plain terms, about 6 of every 100 eligible Java outpost pillager spawns may be captains over many spawns. Because each spawn is a chance rather than a scheduled turn, ordinary pillagers can appear repeatedly before a captain does.
The figure applies to an eligible pillager spawn at an outpost. It does not mean that every outpost spawn cycle produces a captain, and it does not describe how many minutes a player should wait.
Why there is no reliable wait time
Outpost pillagers spawn continually in a 72×54×72-block volume centered on the structure’s top floor, according to the community-maintained Pillager page. In Java, those spawns are subject to natural spawning rules; valid spawn locations and game conditions affect whether spawns occur. The 6% figure alone therefore cannot be converted into a dependable real-time estimate. The cited mechanics do not establish an expected time to the next captain.

Does the same rate apply in Bedrock Edition?
Do not assume so. The 6% figure is specifically given for Java Edition. The Pillager page describes Bedrock outposts as using particular spawn locations and having a natural maximum of eight pillagers, but it does not establish the same 6% captain chance for Bedrock. Java’s percentage should not be presented as a cross-edition rate.
Outpost captains and patrol captains are different routes
A patrol can spawn independently of an outpost. The Pillager page says Java patrols have one captain, and Bedrock patrols also have one captain. Finding a captain in a patrol therefore does not tell you how often captains spawn among outpost pillagers; the 6% figure concerns Java outpost spawning.

What captains drop in current versions
In Java Edition 1.21.0, pillager captains began dropping Ominous Bottles instead of applying Bad Omen directly when killed, according to the Pillager page’s version history. Mojang’s 2019 Village & Pillage announcement described banner-wearing illagers giving players Bad Omen, but that predates the 1.21.0 change and does not describe the current drop behavior.
