Minecraft commonly calls these collections resource packs. The steps below start with a single texture so you can confirm your setup before expanding the pack.
Choose Java or Bedrock before you start
Java and Bedrock resource packs use different folder structures, metadata, and texture conventions. A texture made for one edition may not work in the other just by renaming files or changing the ZIP format. This guide covers a basic Bedrock workflow and explains what to check before building a Java pack.
Microsoft describes a resource pack as “a folder structure that contains all of your custom models, sounds, textures, and other custom content.” For a simple first project, you only need an image editor that can save the texture in the required image format, plus a text editor for metadata. A paid editor is not a requirement for replacing one image.
Make a basic Bedrock texture pack
Microsoft’s Bedrock walkthrough uses a dirt texture as its example. It places the pack in a development resource-pack folder so Minecraft can load it while you work. The Windows location for the main-release com.mojang folder is %appdata%Minecraft Bedrockuserssharedgamescom.mojang; development packs belong in the resource-pack development location beneath it. - Create a pack folder. Make a uniquely named folder in the Bedrock development resource-packs location. Keep the folder structure organized; Minecraft looks for assets at specific paths.
- Add the texture at the expected path. For the dirt example, the file is
textures/blocks/dirt.png. Use the exact directory and filename expected for the asset you are replacing. A valid image saved elsewhere will not replace the in-game texture. - Create
manifest.json. Bedrock uses this file to identify the pack and its metadata. The required fields and version behavior are documented in Microsoft’s manifest reference. Do not copy a manifest blindly from an unrelated pack: its identifiers and version fields must suit your pack and target release. - Load and activate the pack. Start Minecraft, create or edit a world, then open Add-Ons > Resource Packs and activate your pack. The Microsoft Resource Pack Sample provides an official example and activation walkthrough.
- Check the result in game. Look at the block or item you changed. If the original appears, check the filename, path, image, manifest, and whether the pack is active. Change one thing at a time to make mistakes easier to find.
Package a Bedrock pack for sharing
When a Bedrock pack is ready to distribute, .mcpack is a commonly used packaged resource-pack extension. The import flow depends on the device and platform, so do not assume a Windows folder path applies elsewhere. Microsoft’s file extensions reference explains the extension, while its getting-started guide outlines platform-specific import considerations.
Make a Java pack for a specific game version
For Java Edition, use the resource-pack layout and metadata required by the exact Minecraft version you intend to support. Java uses pack.mcmeta; its format details can change between releases. Select your target version first and check that release’s official notes before writing or reusing a metadata file. The available version-specific example here is Minecraft Java Edition 1.21.9: Mojang’s notes state that its resource-pack format was 69 and document changes to pack.mcmeta, including removal of supported_formats for newer formats and conditions under which pack_format became optional. Those details describe 1.21.9, not every later release. See the Minecraft Java Edition 1.21.9 release notes and verify the target release before using a version-specific example.

Once the metadata and assets are in the layout for your chosen Java version, load the pack using that version’s resource-pack workflow and check the changed asset in game. If Minecraft rejects the pack or shows the original texture, confirm that the metadata matches the target release and that the asset is in the correct location.
Why Java and Bedrock packs do not convert by renaming
Java and Bedrock can differ in folder names, file formats, and animation definitions. For example, Java can define animations in individual .mcmeta files, while Bedrock uses flipbook_textures.json. Some advanced Java customizations have no direct Bedrock equivalent, so conversion may require rebuilding or omitting features rather than copying files as-is. Microsoft recommends using a current vanilla Bedrock resource pack as a reference when converting; its Java-to-Bedrock conversion guide describes the differences and cautions.

Keep version-specific instructions separate
Metadata instructions are tied to both edition and game version. For Bedrock, Microsoft’s manifest reference notes a preview manifest v3 introduced in preview 1.21.110 and later, with semver-style version identifiers; it also flags an author-field issue in that preview reference. Treat preview documentation as preview-specific and check the stable documentation for a stable release. For Java, check the release notes for the exact version you target rather than carrying forward an older pack.mcmeta example.

Quick troubleshooting checklist
- The original texture still appears: verify the expected folder path and exact filename, then check that the pack is active.
- The pack does not load: review the edition-specific metadata file and its fields against documentation for the target release.
- An animation or converted feature is missing: check whether the other edition uses a different definition or supports that customization at all.
- The pack works on one platform but not another: follow that platform’s import instructions; development-folder paths are not universal.
