To get your Mage’s Staff in Oblivion Remastered, complete the seven Mages Guild recommendation quests, speak to Raminus Polus at the Arcane University, retrieve the Unfinished Staff from Wellspring Cave, then take it to Delmar in the Chironasium to choose its magic type.
Unlock the Mage’s Staff quest
Finish the seven Mages Guild recommendation quests to qualify for progression to the Arcane University. Then speak with Raminus Polus there, choose “Tasks,” and select “Mage’s Staff.” He will direct you to Wellspring Cave to retrieve the wood for your staff. Find the Unfinished Staff in Wellspring Cave
Reach the cave and find Zahrasha
Wellspring Cave is east/northeast of the Imperial City, across Lake Rumare; follow the quest marker. Necromancers occupy the cave. In its early area, find Zahrasha’s body and take the Wellspring Cave Key from it. The cave walkthrough describes the key and route.
Use the key to reach the staff grove
Continue through the cave, dealing with the necromancers, and use Zahrasha’s key to access the Waterfront/grove area. Search the chest in the grove for the Unfinished Staff and take it.

Have Delmar make your staff
Return to the Arcane University and find Delmar in the Chironasium. Give him the Unfinished Staff and choose the staff’s magic type or school when prompted. Delmar creates the finished Mage’s Staff, completing the quest. The Delmar step is also covered in the quest walkthrough.
The choice is an in-game preference, so select the magic type that suits your character. The available sources establish that you can choose a type, but do not provide enough reliable detail to compare exact effects or current Remastered balance.

The staff quest is part of the Mages Guild’s progression into the Arcane University. Bethesda’s original Oblivion manual says that reaching the proper Mages Guild rank grants access to the Altar of Spellmaking and Altar of Enchanting and instruction in their use. That manual describes the original game, not a Remastered-specific feature or patch.
