How did players unlock the Cypher 091 at launch?
Activision listed the base Cypher 091 as the Page 8 HVT Tier reward in the Season 02 Battle Pass for Black Ops 6 and Warzone. The Season 02 Battle Pass announcement and the Warzone Season 02 patch notes document that launch placement.
The cited launch sources do not give a separate kill, XP, or match challenge for this Page 8 reward. They establish its Battle Pass location, not a challenge requirement.
Is the Page 11 reward the same as the base weapon?
No. The Page 11 reward was a Cypher 091 weapon blueprint, listed separately from the base rifle on Page 8. Activision’s announcement distinguishes the two Battle Pass rewards. Earning the blueprint should not be treated as proof that you have unlocked the base weapon.

The available sources do not establish that buying Black Ops 6 is required to obtain the weapon in Warzone.

Activision describes the Cypher 091 as a full-auto assault rifle with a slower rate of fire balanced by handling and mobility. The Season 02 materials also point to a front-mounted iron sight and fast reload. These are publisher descriptions, not independent performance testing.
