Why the PS3 did not have one FPS value
FPS is a characteristic of a game’s rendering, not a fixed rate assigned to the PS3 console. Different games could target different frame rates, and a game’s rendering workload could affect how consistently it ran. Sony’s PS3 specifications list supported video output resolutions, such as 1080p, 1080i and 720p, rather than a universal frame rate for games. Sony’s PS3 system manual also notes that specifications may change and operation can vary by software version.

Does the PS3’s 59.94 Hz display requirement mean games ran at 59.94 fps?
No. An early Sony PS3 manual says a television supporting 59.94 Hz is required to play PS3-format software in HD resolution. That is a display compatibility condition; it does not establish that every game rendered at 59.94 fps. Sony Computer Entertainment’s PS3 system manual, version PS3-01-1.0

How to find the FPS for a particular PS3 game
Look for information about the exact game and platform version, and distinguish a developer’s target or locked rate from measured performance. Resolution and frame rate are separate details: a listed output resolution does not by itself tell you how many frames per second the game rendered.
