What the key unlocks
The key opens Maintenance Tunnel doors around Willamette Parkview Mall. The tunnels provide an optional way to travel between mall areas and use underground vehicles, but the key is not required to finish the story, according to Gameranx.

Get the key before the Case 7-1 cutoff if you want Otis’s call
PowerPyx reports that Otis calls the first time Frank enters the Maintenance Tunnels to tell him about the misplaced key. The call is unavailable after Case 7-1, so enter the tunnels before that point if you want to hear it.
