In vanilla Minecraft, there is no documented command in the cited references that gives you sustained flight while you remain in ordinary Survival mode. The command-based options are to switch to Creative for flight, switch to Spectator to fly through blocks, or use teleport to relocate once. Each option changes what you can do, and the first two change your game mode.
Can you fly in Survival mode with commands?
Not with the documented vanilla commands covered here. Creative mode provides flight, while Spectator mode allows flight through blocks and makes you invisible. Both are separate game modes, not ways to keep playing in Survival while flying.

Bedrock: switch to Creative to fly
In a Bedrock world where you have permission to use commands, enter:

/gamemode creative
To apply the command to a specific player, use:
/gamemode creative <player>
This changes your game mode from Survival to Creative. Creative provides flight, but you are no longer playing in ordinary Survival. The Bedrock game mode command reference documents the command and notes that cheats are required.
Bedrock: fly through blocks in Spectator mode
To enter Spectator mode, use:
/gamemode spectator
Spectator mode lets you fly through blocks and makes you invisible; it is not Survival gameplay. Mojang’s Bedrock 1.19.50 release notes state that, with cheats enabled, players can enter and leave Spectator mode using this command or the Personal Game Mode option in World Settings.

Use teleport for a one-time move
If you want to reach a location without switching to Creative or Spectator, teleport there instead. In Bedrock, /tp is an alias for /teleport. For example:
/teleport @s 100 64 200
This moves you to the specified coordinates; it does not enable continuous flight. See the Bedrock teleport command reference for command forms and examples.

Make sure commands are enabled
Commands require the right setting or permissions. The official Minecraft commands guide identifies an “Allow Cheats” setting for Bedrock single-player and an “Allow Commands” option when creating a Java single-player world. On a server, you need permission to run the command.
In Bedrock, the game-mode command reference specifically requires cheats. If a command is rejected, check that cheats are enabled in your world or that you have sufficient server permissions. Enabling cheats is a world setting, not a command that grants Survival flight.
