To win an Economic Victory in Sid Meier’s Civilization VII, build and maintain a significant economic lead over rival civilizations. Under the reworked Test of Time rules, the named measures are assigned Resources, Gold Buildings, Factories, and unloaded Treasure Convoy Cargo—not simply your Gold-per-turn total. Track your standing in the in-game victory interface: Firaxis has not published an exact score formula, threshold, or required lead duration.
Which Economic Victory rules apply?
Use the Test of Time rules, not older guides built around the original Economic Legacy Path. Firaxis says Legacy Paths were removed and replaced with optional Triumphs, while victory now comes from dominance in one of four categories. Its description of the revised Economic Victory is: “The Economic Victory, on the other hand, requires having the strongest economy, measured by assigned Resources, Gold Buildings, Factories, and unloaded Treasure Convoy Cargo.” Firaxis Games’ Test of Time announcement is the primary explanation of the new condition.
Firaxis says you can make progress toward any victory from Antiquity and, if you are far enough ahead, win as early as Exploration. That is a possibility, not a guaranteed schedule: the announcement does not give a fixed turn, category target, or scoring weight.
What counts toward an Economic Victory?
- Assigned Resources: The category concerns resources assigned to your civilization, so securing a resource is not the same as assigning it. Check that resources you acquire are actually allocated where they contribute.
- Gold Buildings: Develop buildings that the victory tracker identifies in this category. A large treasury or high Gold-per-turn figure is not established as a substitute for these buildings.
- Factories: Factories are an explicit part of the contest. Their placement and development matter, but the official description does not specify an optimal count or scoring value.
- Unloaded Treasure Convoy Cargo: Cargo must be unloaded to count under the named category. Plan for the delivery, not merely the convoy’s departure or cargo carried en route.
The available official description does not quantify the relative value of these categories. Use the live victory tracker to judge which part of your economy is helping and where rivals are gaining.

How to build and protect your lead
Develop the categories the tracker shows
Check the victory interface regularly and prioritize the categories where you can make progress. Assign useful resources, build toward the Gold Buildings and Factory measures, and avoid treating a single economy statistic as the whole victory condition. Because Firaxis has not published score weights, there is no supported universal build order or magic number of buildings.
Account for access, trade, and map geography
Resources and cargo opportunities can depend on where you are. In its April 22, 2025 patch notes, Civilization Support described some Exploration and Modern Treasure and Factory Resources as appearing on only one hemisphere, making overseas expansion or trade relevant to access. The notes also described Treasure Resources improved in Coastal Settlements in Distant Lands creating Treasure Fleets. These are dated mechanics notes, not a complete guide to every current map or build; check the current game and tracker before committing to a route or plan.

Make room for Factory development
The September 30, 2025 patch notes say Factory, Rail Station, and Port building costs were reduced in a pass intended to improve Economic Victory pacing. Those changes are version-specific. If you are following an older build order, confirm current costs in your game rather than assuming its production advice still applies.
Unload cargo and watch rivals
Since the stated measure is unloaded Treasure Convoy Cargo, make completing the delivery part of your plan. Keep checking the victory tracker as your own categories and rival progress change: Update 1.4.0 describes the condition as achieving and maintaining a significant lead. Firaxis has not specified how large that lead must be or for how long it must last, so do not rely on an unofficial numerical target as an assured win condition.

What Economic Triumphs do—and do not do
The Test of Time redesign introduces optional Triumphs associated with six attributes, including Economic. Completing a Triumph grants an instant bonus or a card for the next Age. An Economic Triumph can support your strategy, but it is not the Economic Victory itself and does not replace the contest for economic dominance. Advice that frames the objective as completing an Economic Legacy Path belongs to the original rules and should not be treated as the current victory checklist. Older discussion of trade, resources, merchants, Treasure Fleets, Factories, or Gold Buildings may still help explain an underlying mechanic, but the revised victory is measured through the categories listed above. Confirm any specific mechanic against the current build and use the in-game tracker for your match.
