You can’t add {NoAI:1b} to a vanilla Bedrock /summon command. That is Java-style entity NBT, not part of Bedrock’s documented command syntax. To change a mob’s behavior, use a behavior pack and entity JSON; the right changes depend on the mob and what you mean by “no AI.”
What Bedrock’s summon command supports
Microsoft documents the command as /summon <entityType> [spawnPos: x y z] [yRot] [xRot] [spawnEvent] [nameTag], with alternate forms for supplying a name tag or making the entity face a position or target. It requires cheats. The documented arguments do not include an NBT payload such as {NoAI:1b}, and the command reference does not define a generic spawn event that disables AI for any mob. A spawn event is an entity-specific event argument, not a universal no-AI switch. Don’t append a guessed event or Java NBT and expect it to disable movement, targeting, and other behavior in Bedrock.
Choose the approach that matches your goal

Change behavior with a behavior pack
Microsoft’s entity behavior guide describes entity JSON in behavior packs as the way to define and modify entity behavior. Components specify active behaviors; component groups bundle components, and events can add or remove those groups. The entity description also has an is_summonable property.

There is no single documented edit that removes every kind of AI from every vanilla mob. The implementation has to fit the entity and the behavior you want to change. For example, stopping movement alone is not necessarily the same as preventing targeting and attacks, or removing all AI behaviors. Microsoft also notes that component behavior can change between versions, so check the guidance for the Bedrock version and entity you are targeting.

For an ordinary Bedrock summon, use the documented command without Java NBT. For a mob with altered behavior, use an entity-specific behavior-pack edit rather than treating {NoAI:1b}, a guessed spawn event, or a movement change as a universal no-AI solution.
