No. Minecraft does not limit a world to one Elytra: the item is found aboard an End Ship, and a world can have multiple End Cities with ships. The important distinction is that an End City is not guaranteed to have a ship.
Where do you find an Elytra?
An Elytra is displayed in an item frame aboard an End Ship. Minecraft Help says it is near the front of the ship; the Minecraft Help guide to rare structures describes that location. The Minecraft Wiki’s Elytra page also identifies End Ships as the place to find it.
Is the Elytra count per ship, End City, or world?
The useful count is per ship: each End Ship has an Elytra to collect. End Cities can generate with ships, so finding more than one ship can mean finding more than one Elytra in the same world. A city without a ship has no ship-borne Elytra. The Minecraft Wiki’s End City achievement guide describes ships as a chance-based part of End City generation.
Is there a fixed maximum number of Elytra in a world?
No universal maximum is established by these sources. The total depends on how many End Ships generate in the world; there is not enough support here to promise an unlimited supply or state a specific world-wide cap. Generation details may vary by edition, version, and world settings, so consult the details for the release you play if you need a precise limit.
