What Xbox’s “First or Better” Bethesda Strategy Actually Meant

Xbox CFO Tim Stuart said Bethesda games should be especially compelling on Microsoft platforms, while explicitly saying the strategy was not about exclusivity. His remarks did not settle availability for every game.

Xbox CFO Tim Stuart said Microsoft wanted Bethesda games to offer a “first or better” experience on its platforms—but he explicitly said that was not a statement about making the games exclusive. His November 2020 remarks described a strategy for making Microsoft platforms and Game Pass more attractive, not a platform decision for every Bethesda title.

What did Tim Stuart mean by “first or better”?

Speaking at the Jefferies Interactive Entertainment Virtual Conference on November 12, 2020, Xbox CFO Tim Stuart discussed Microsoft’s acquisition of ZeniMax, Bethesda’s parent company, and whether Bethesda games would remain available on competing platforms.

Stuart said Microsoft had no intention of “just pulling all of Bethesda content out of Sony or Nintendo or otherwise.” He then said the company wanted Bethesda content to be “either first or better or best” on Microsoft platforms. In context, “first or better” meant creating a differentiated experience on Microsoft platforms, including through services such as Game Pass—not announcing that each game would launch there first or include specific additional content.

He made the distinction explicit: “That’s not a point about being exclusive.” He also said, “I’m not announcing pulling content from platforms one way or the other.” Gematsu’s reproduction of Stuart’s remarks includes the fuller exchange; Ars Technica’s report covers the conference context.

Did Microsoft announce that Bethesda games would be exclusive?

No. Stuart explicitly said his remarks were not a point about exclusivity, and he did not announce that Microsoft would remove Bethesda games from PlayStation, Nintendo, or other platforms. Nor did he promise that every game would appear on those platforms. His statement left individual platform decisions open.

That distinction matters: a company’s broad platform strategy is not the same as a confirmed release list. The remarks do not establish a permanent rule for every Bethesda franchise or future title.

Will Bethesda games come to PlayStation?

It depends on the game. Stuart’s 2020 comments cannot answer the current platform question for a particular release. A later GamesRadar+ overview reported that The Elder Scrolls VI still had no officially confirmed platform list, while noting that Starfield later appeared on PlayStation 5. Those title-specific developments illustrate why availability must be checked game by game.

How to check where a specific Bethesda game is available

  1. Start with the exact game. Look up its current official listing rather than inferring availability from the Bethesda name or Stuart’s general comments.
  2. Check supported platforms and devices. Confirm the listing covers the console or PC you plan to use.
  3. Check release timing and edition details. A platform listing does not, by itself, establish that versions launch at the same time or include identical content.
  4. Check subscription availability separately. A game’s presence on a platform does not automatically mean it is included with Game Pass or another subscription.

For example, Xbox’s official Starfield page names Bethesda Softworks as publisher, lists Xbox Series X|S and Windows, and describes Game Pass availability. That listing is evidence about Starfield, not a universal platform policy for Bethesda releases.
