Is this the full Mortal Kombat 11 DLC roster?
No. These official announcements establish nine named fighters across the first Kombat Pack and Aftermath, plus the separate Shao Kahn preorder offer. They do not establish the Kombat Pack 2 roster, so this is a confirmed list from those sources, not a complete total of every downloadable character.

Warner Bros. Games described the Aftermath Kollection as Mortal Kombat 11 with Aftermath and the previously released Kombat Pack, whose six characters it enumerated. Its announcement planned a physical release for June 2020 in the Americas. It does not say that Kombat Pack 2 is included, and it does not establish current stock or present-day availability by platform.
When checking an edition or retailer listing, compare the included packs and fighters, platform compatibility, region, and physical or digital format. Edition names alone do not establish what DLC is included; verify the listing’s contents and current availability before buying.
