Clair Obscur: Expedition 33 does not have a universally agreed indie label. Sandfall Interactive is an independent French studio, and its developers say the game was made with an indie spirit and creative freedom. But publisher Kepler Interactive provided substantial support that helped the project grow. Whether the game itself counts as indie depends on what you mean by “indie.”
Why the indie label is disputed
“Indie” can describe a studio’s ownership, its control over a game’s creative direction, the source and scale of its funding, or the size of its production and marketing operation. Those criteria do not always point to the same answer. There is no single definition in the sources that makes one classification compulsory.

Sandfall’s representatives emphasize that the studio is independent and that it retained creative liberty. Art director Nicholas Maxson-Francombe told GamesRadar: “We feel like we are an independent company, but we get a lot of support from Kepler, a lot more than other indie games get.” He concluded, “But, at heart, we’re indie.”
Producer Francois Meurisse described the game as made “with an indie spirit, with a small team, with great creative liberty and no parent company or even the publisher giving us orders.” He also said Sandfall chose a publisher with an indie mindset that puts creativity first. Those comments explain the developers’ view; they are not a neutral ruling that everyone must use the label.

Who developed and published Expedition 33?
Sandfall Interactive developed Clair Obscur: Expedition 33; Kepler Interactive published it. Sandfall’s official site identifies the game as the studio’s first and describes Kepler as a global publisher and game developer. A publisher’s involvement does not by itself establish that a studio is owned by that publisher, nor does independent studio status tell you how much help a particular game received.
Sandfall says it was founded in France in 2020 and focuses on single-player experiences, aiming to combine small-team creativity with premium 3D production. That identity is one reason the studio and its developers describe the project as indie.

How the team and Kepler’s role changed during development
The project began as a small effort
Creative director Guillaume Broche said in an official Xbox podcast interview that the project began as a solo passion project while he was working at another game company. Colleagues joined as he needed help, and the early team worked for free before founding Sandfall in 2020. At the time of that interview, Broche described the team as “about 30,” mostly based in Montpellier with a small cinematics team in Paris. That is an interview-era estimate, not a count of every person who contributed to the finished game.
Publisher support helped the project expand
In a developer-authored PlayStation Blog account, co-founder and CTO Tom Guillermin says the team reached twelve while working toward a vertical slice. In 2022, Sandfall went to GDC seeking a publisher and met Kepler. Guillermin says Kepler’s support enabled the team to make an Alpha build and add roles, particularly artists and programmers.

That support matters to the debate: a project can come from an independent studio and still benefit from a publisher’s resources. The available accounts establish meaningful help, but do not give a verified development budget. Online budget figures should not be treated as fact without reliable evidence.
A newer headcount is still only a snapshot
In an interview published July 29, 2026, Broche told AUTOMATON WEST that Sandfall had “26 people at the moment,” adding that he might be mistaken. This is a qualified estimate of the studio’s headcount at that time, not the total number of contributors across the game’s production. It differs from the earlier snapshots because it refers to a different date and context.

What the production details do—and do not—show
Guillermin’s account of development describes ways Sandfall made a limited programming team go further. The developers used Unreal Engine’s Blueprint visual scripting so people beyond the programmers could contribute to game logic, built reusable blocks, reused art elements across levels, and used external plugins alongside the engine. Those are practical production choices, not proof of an indie category.
An Unreal Engine interview describes the game as a reactive turn-based RPG in which players respond to enemy attacks with real-time dodges, parries, and counters. Its distinctive design and production approach help explain why players discuss the game as an independently minded project, but genre and craft do not settle its business classification.
