For the currently announced consumer release, the answer is therefore no: Nintendo has named Switch 2 as the exclusive platform. The announcement does not establish whether the games were ever built or tested on original Switch hardware.

Development evidence and a confirmed consumer release plan are different things. Even a test build for older hardware, if one existed, would not by itself establish that Nintendo planned to sell a Switch version. Does Pokémon Legends: Z-A show that Winds and Waves could be cross-gen?
Game Freak’s official catalogue lists Pokémon Legends: Z-A for both Nintendo Switch and Nintendo Switch 2, demonstrating that a Pokémon game can have releases on both systems. It does not establish the platform plan for a different game: Nintendo has announced Winds and Waves as Switch 2 exclusives.
