Yes. Persona 3 Reload includes the post-story epilogue as Episode Aigis -The Answer-, but you need the Persona 3 Reload: Expansion Pass to play it. The episode follows Aigis and S.E.E.S. after the main story; owning the base game alone does not unlock it.
What is Episode Aigis -The Answer-?
ATLUS describes Episode Aigis -The Answer- as a new story scenario set after Persona 3 Reload’s main story. S.E.E.S. becomes trapped in a never-ending March 31, and players journey through the Abyss of Time as Aigis to investigate what happened and uncover the cause of the strange events. The episode brings The Answer into Reload’s presentation. ATLUS’s available description does not detail scene-by-scene changes from the version in Persona 3 FES, so it is not a basis for claiming that every scene or element is identical or substantially different.
What do you need to buy to play it?
You need both Persona 3 Reload and the Persona 3 Reload: Expansion Pass. ATLUS’s patch notes explicitly say the Expansion Pass is required to play Episode Aigis; the base game by itself is not enough. ATLUS patch notes

What else is in the Expansion Pass?
ATLUS promotes the pass as containing “over 30 hours” of new gameplay, costumes, and background music sets. That is ATLUS’s promotional figure for the pass’s contents as a whole, not a measured playtime estimate or a duration for Episode Aigis alone. Is Episode Aigis the same as The Answer in Persona 3 FES?
It is the Reload presentation of the post-story The Answer epilogue, officially named Episode Aigis -The Answer-. The official material cited here confirms its place after the main story and describes its premise and updated presentation, but does not provide a detailed comparison with Persona 3 FES. Avoid assuming that the two versions match scene for scene based on that description alone.

ATLUS’s streaming guidelines give the global launch date as September 10, 2024. The publisher says gameplay sharing is allowed once the game is officially available in the player’s region, asks uploaders to add spoiler warnings when videos contain spoilers, and discourages uploading background-music tracks or streaming specifically to distribute the music.
