Roblox’s IP licensing platform lets eligible rights holders offer licenses through a catalog, where creators can request permission to use specific intellectual property under defined terms. It does not give creators blanket permission to use third-party characters, brands, or other IP. Roblox launched the License Manager and Licenses catalog in July 2025, expanded self-serve access for eligible rights holders in November 2025, and added licenses tied to sales of specific in-game items in September 2026.
What Roblox’s licensing expansion changes
Roblox’s November 11, 2025 announcement described a broader, self-serve route for eligible IP holders to offer licenses, alongside a catalog where creators can request permission. The goal was to make licensing available beyond a small number of individually negotiated partnerships. Roblox first launched the License Manager and Licenses catalog in July 2025. Roblox’s November 2025 announcement and its July 2025 launch post describe those stages.
The practical change is a defined rights-management workflow: a rights holder lists eligible IP and sets terms; a creator applies for a particular use; and the rights holder reviews the request. A listing is an opportunity to request permission, not permission by itself. The current catalog and the terms attached to an individual offer determine what is available.
Early partners are not a current catalog list
Roblox’s July 2025 launch post named Lionsgate, Netflix, Sega, and Kodansha as founding partners. In November 2025, Roblox said the catalog had grown to include Mattel properties Polly Pocket and Street Sharks, and described Skibidi Toilet as coming soon. Those are dated announcements, not a reliable list of licenses currently open to requests. Check the Creator Hub Licenses catalog for current listings and terms.

Who can register IP as a rights holder?
Roblox’s eligibility rules are narrower than simply owning or representing a recognizable brand. A prospective rights holder must register, establish an IP family, and provide verifiable proof of qualifying rights. Roblox says the applicant must hold exclusive worldwide rights to the IP, including relevant copyright or trademark rights or registrations. Its onboarding guidance also lists a commercialized portfolio of at least five works and/or an existing license with an established Roblox creator. Roblox lists several situations that do not qualify, including shared or non-exclusive licenses, rights limited to particular territories, public-domain claims, platform-exclusive licensees, and AI-only works without recognized human authorship. Rights holders should confirm their rights and documentation meet Roblox’s current requirements before beginning registration.

How creators request and use a license
- Browse the catalog. Open the Licenses catalog in Creator Hub and inspect the individual listing. Check who and what is eligible, the license type, revenue share, duration, content standards, and any brand guidance.
- Choose a specific use and game. Roblox’s creator documentation describes selecting a public game, submitting a pitch, and requesting a license. A full-game license may cover an experience based on the IP; an in-game sales license may cover licensed content sold within an eligible experience.
- Wait for the rights holder’s decision. The rights holder reviews the request and may approve, reject, or, where supported, issue a conditional approval. Roblox says a standard offer automatically becomes active after 14 days unless it is disputed. Conditional offers follow separate response rules and do not automatically activate after 14 days. - Follow the agreement. Use the IP only within the approved scope and comply with the agreement’s creative restrictions and other requirements. Publishing another party’s IP without permission can lead to removal and account consequences under Roblox’s rules.
Full-game and in-game sales licenses compared
Roblox’s September 2026 platform update introduced in-game sales licensing. The key difference is which earnings are subject to the agreed revenue share: the earlier full-game model applied it to all game earnings, while the newer model applies it to sales of specifically covered game passes and developer products using the licensed IP. The exact scope still depends on the offer and agreement.

Roblox’s September 2026 update also named three Kodansha franchises as additions to the platform. Revenue share, duration, and restrictions depend on the offer
Rights holders can configure duration, game eligibility, content standards, license type, and revenue share. Roblox described typical revenue shares as 10–25% in its November 2025 announcement; that is a dated, platform-level typical range, not a guaranteed rate or a substitute for the percentage in a particular offer. The listing and agreement control for each creator.
Roblox’s License Manager documentation distinguishes time-limited licenses, which end on specified dates, from perpetual licenses, which continue until termination is actively sought. Do not assume a license renews, ends, or can be terminated on a particular schedule without checking its terms. What creators and rights holders should check before proceeding
- Scope: Confirm whether the offer covers a whole experience, particular in-game content, or specified sales—and which game or products are eligible.
- Economics: Read the actual revenue-share percentage and identify which earnings it applies to; do not substitute Roblox’s 2025 typical range for the offer’s terms.
- Duration and exit: Check the start and end dates, whether the license is time-limited or perpetual, and the renewal and termination provisions.
- Creative requirements: Review content standards, brand guidance, and any restrictions before pitching or building.
- Approval status: Distinguish standard offers from conditional ones and understand the applicable response and dispute rules.
- Current availability: Use the live Creator Hub listing rather than relying on a past announcement or a historic partner list.
