Yes—Konami released a free-to-play PC edition of PES 2016 in February 2016. It offered a limited selection of modes and teams, rather than the full game. Whether new players can still download it depends on the current Steam listing in their region; the historical free release does not guarantee that it is available today.
What the free PC edition included
Konami Digital Entertainment B.V. announced the edition on 4 February 2016 as available that day. Its features were Exhibition mode with seven selectable teams, a Training section, and myClub. The announcement named Bayern Munich, Juventus, AS Roma, Brazil and France among the Exhibition teams. Konami’s announcement

That was an entry-level edition, not a statement that every mode or feature from the full PES 2016 release was included.
myClub and in-game spending
In myClub, players built a team with points earned in matches or myClub coins. Konami also explicitly mentioned microtransactions. The game’s free-to-play launch and optional in-game spending were separate things: free access did not mean every myClub item had to be earned without spending.

Could you play online and offline?
Konami described the PC edition as supporting both online and offline play, and said it offered unlimited access to myClub. That describes what the publisher announced at launch in 2016; it does not establish whether online services still operate now.
Can you still download PES 2016 on PC?
Check the official Steam listing for your region before attempting to download. Availability can vary, and a historical free-to-play release is not proof that the game remains available to new users. A direct official store listing could not be confirmed here, so present-day availability is unresolved.
SteamDB’s record for PES 2016 myClub identifies a Windows app, marks it free-to-play, and records a release date of 4 February 2016. Its public branch data lists 9 June 2016 as the last update. SteamDB is a third-party metadata service, not confirmation from Steam that the game can currently be claimed or downloaded in every country.
What to check before downloading
- Open Steam in the region where you intend to play and search for PES 2016 myClub.
- Confirm that the official listing is available to your account and offers an install or download option. If it is not listed or cannot be claimed, do not assume a third-party download is equivalent.
- If you want online play, look for current official information about service status; the 2016 launch announcement does not establish that multiplayer services remain active.

PES 2016 did have a free-to-play PC edition, but that is a historical fact, not a current download promise. The edition’s announced content was Exhibition with seven teams, Training and myClub; check your regional Steam listing for present availability and avoid unofficial executable mirrors.
Quick Recap
Rank #4
- All squads will also be in line with those of the qualifying nations with the various playing styles perfectly replicated via the game's innovative Player ID and Team ID systems, which mimic the exact playing styles of both individual players and the team as a whole.
- From its humble origins on PSOne, the PES series has leaped from format to format, adding ever more realism as it evolved. This heritage has been celebrated in PES 2016's new tagline 'Love The Past, Play The Future', highlighting the series' recent return to core PES values in last year's PES 2015 and focusing on the many new gameplay and presentational elements that will further establish the series as the definitive football experience.
