Steam account name vs. profile name
Steam uses “Steam Account Name” for the name associated with your account sign-in. It is different from your public-facing player or profile name. Steam’s sign-in page asks for an account name; its support pages explain that the player name can be changed.

Profile-name history and moderation limits
Steam stores your previous ten profile names and provides a “clear previous aliases” action. This affects the visible alias history, not your Steam Account Name. If Steam Support has removed a profile name, Steam may temporarily prevent further profile-name changes; the profile shows how long that restriction lasts. Steam Support: Community Avatars & Profile Names.
Should you make a new account instead?
A new account is not a way to rename or take over the existing one. Steam says accounts cannot be merged, and game subscriptions or CD keys cannot be transferred or reset to another account. Steam Support: SteamID, Steam Account Names, Merging Accounts and Deleting Accounts.
