To get Glimmersuit Boots in Fisch, accept Dr. Crookspine’s invention quest at The Laboratory, fish up three items in their specified areas, and bring them back to him: Speed Core from Sunstone Island, Rocket Fuel from Mushgrove Swamp, and Boots from The Ocean.
Where to start Dr. Crookspine’s quest
Travel to The Laboratory, an oil rig near Roslit Bay, and find Dr. Crookspine. The community-maintained Fischipedia Laboratory guide lists his location at X: -1923, Y: 227, Z: -532. From the Shipwright, climb the nearby rope to reach the upper area where he is located.
Speak with Dr. Crookspine to begin the Dr. Crookspine Invention quest. The quest requires three catches; collect them wherever is convenient, then return to the Laboratory with all of them.

Turn in the catches for Glimmersuit Boots
Once you have Speed Core, Rocket Fuel, and Boots, return to Dr. Crookspine at The Laboratory and hand in the items. Completing the quest rewards you with Glimmersuit Boots.
What Glimmersuit Boots do
Fischipedia reports that, while equipped, the boots increase ground walking speed by about 2× and similarly speed up flight with a glider or advanced glider. This is a community-wiki description, not an independently tested result or an official developer statement.
