Can you break an End Portal Frame in Survival?
No. Minecraft’s official Block of the Week: End Portal Frame guidance says players cannot destroy or create End Portal Frames in Survival mode. No tool makes ordinary Survival mining work.
Frames naturally generate in stronghold portal rooms. The official guidance also notes that every Java stronghold has an End portal, while only some Bedrock strongholds do.
Supported ways to remove or obtain a frame
Switch to Creative mode
In Creative mode, you can break the frame. The official Minecraft article also identifies the Creative inventory as a way to obtain End Portal Frames.

Use commands
Commands can be used to obtain or remove frames when cheats are enabled and you have the necessary world or server permissions. The exact command and access rules depend on the edition and how the world or server is configured.
What about Survival-mode glitches?
Community documentation describes exploit techniques that can break frames around a stronghold portal; its breaking-bedrock tutorial warns that bugs may be fixed without warning and that servers may prohibit exploits. A method shown in a video or guide is not guaranteed to work in your game.

- Check that an exploit guide names your exact edition and version; Java and Bedrock methods are not interchangeable by default.
- Test in a copy of your world before trying a glitch in a world you care about.
- Check server rules before using exploits in multiplayer.
Community technical documentation covers edition-specific frame states and orientation, but that does not establish a dependable, current exploit for every release. For example, portal activation requires all 12 frame blocks to face inward, as described in the community reference on End Portal Frame block states.

You do not need to remove a frame. Insert eyes of ender into the portal frame blocks to activate the portal, then enter it. Minecraft’s official End Portal Frame article describes this activation method.
