Burden of Proof is a United Colonies SysDef quest in which you collect evidence of Crimson Fleet activity and hand it to Lieutenant Jillian Toft. This walkthrough lists all 20 evidence pieces, their locations, which ones can become inaccessible, and the reported reward. The most important precautions: search the Siren of the Stars and SY-920 before leaving during their missions, clear evidence from The Key before the final faction choice, and take Mortem Orbire from the Legacy before leaving its vault.
How Burden of Proof works
The quest begins during the UC SysDef undercover operation. After speaking with Commander Ikande, talk to Lieutenant Jillian Toft aboard the UC Vigilance. Toft asks you to bring back evidence connected to the Crimson Fleet; return to her as you find items to advance the quest.

There are 20 entries in the full checklist below. Gamer Guides says 18 are enough to complete the quest, while Game8 says returning 15 earns the Memento Mori reward. Since those guides disagree, treat the number as guide-specific rather than a universal requirement: check the objective in your current journal and keep turning evidence in to Toft.

Deep Cover
- Naeva Meetup: In the Broken Spear bar in Cydonia, Mars (Sol), on the table behind Adler Kemp. The guide says you can return for it later.
Echoes of the Past
- Carter’s Gig: In Carter’s Locker at The Lock. It is required during the mission, but the guide says you can return to The Lock to retrieve it.
- Warden’s Log: In the Warden’s Office at The Lock, on the shelf to the right of the intercom. It is easy to overlook; the guide says you can return later.
Breaking the Bank
- Request Denied: Aboard the Siren of the Stars, in Captain Rokov’s room, on a shelf near his bed. Collect it before leaving the ship; the guide flags it as missable.
- GalBank Plan: Obtain the transaction logs from Gabriel Vera. The guide describes paying him 2,500 credits or killing him and looting the evidence. Choices during the mission can prevent you from obtaining it, so resolve this before the mission ends.
The Best There Is
- Huan’s Talk: In the kitchen of Kay’s House in The Well, New Atlantis. The guide says it can be recovered later.
- Eubanks & Woods: Aboard SY-920, on a cart beside the computers in the room behind Dr. Gabriel Vogel’s office. Pick it up before leaving the ship; the guide flags it as missable.
Absolute Power
- The Big Score: In the bedroom reached through the door on the left side of Madame Sauvage’s Bar in Ebbside, Neon; it is on the bedside table.
- Meeting with Bayu: In the safe in Ayumi Komiko’s office at Generdyne. Getting into the office is required; the guide notes access and persuasion or theft may be involved.
- Ayumi’s Offer: In Euphorika’s Members Only Lounge in Neon’s Underbelly, on a shelf behind the bar. The guide says access to the lounge costs 5,000 credits.
Eye of the Storm
- Mortem Orbire: In the Legacy vault control room, beside Kryx’s body and the Credstiks. Pick it up before leaving after the point of no return; the guide identifies it as the last evidence pickup available in the questline.
Evidence aboard The Key
Collect these before choosing a faction in the finale, because The Key evidence may no longer be accessible afterward.
- Request A17: On the desk beside Jazz’s computer in the Ship Services room.
- Mira’s Demise: In a room in the Bunks area.
- Voss’ Parts: Near Delgado’s computer in the upper Operations Center.
Optional side quests
- Gennady Ayton: Start Doctor’s Orders by speaking with Samina at The Key’s Clinic. The slate is on boxes behind Gennady Ayton aboard The Clinic. The guide flags this optional-quest item as missable.
- Message for Bog: Start Reclaiming the Past by speaking with Bog at The Last Nova. The evidence is in the same chest as Bog’s ex-partner’s ring at a randomly located Ecliptic facility. The guide flags this optional-quest item as missable.
Ambient locations
- Chunks Heist: On the bar at the Red Mile, Porrima III, in the Porrima system.
- HopeTown Raid: On the bar at The Pit Stop in HopeTown, Polvo, in the Valo system.
- Chiroptera: On the bar in Lizzy’s Bar at Gagarin Landing, in the Alpha Centauri system.
- Kreet Offer: On a table overlooking the bar area aboard The Den, orbiting Chthonia in the Wolf system.
Quest steps and the pickups to protect
- Join the undercover operation. After Commander Ikande introduces the assignment, speak with Lieutenant Jillian Toft aboard the UC Vigilance to start bringing her evidence.
- Search mission locations before departing. During Breaking the Bank, check Rokov’s room and settle the GalBank Plan evidence with Gabriel Vera. During The Best There Is, search the room behind Vogel’s office aboard SY-920 before leaving.
- Clear The Key before the finale choice. Pick up Request A17, Mira’s Demise, and Voss’ Parts before choosing a faction.
- Take Mortem Orbire in the Legacy. In Eye of the Storm, collect it beside Kryx in the vault control room before crossing the point of no return by leaving.
- Return evidence to Toft. Report back as you collect items. The quest advances as you provide enough evidence; the exact reward threshold is reported differently by the guides, so follow the journal objective in your playthrough.
What reward do you get?
Lieutenant Toft’s evidence quest can reward Memento Mori. INARA identifies it as the weapon reward for supplying enough evidence, but does not give a matching numeric threshold. Gamer Guides reports 18 of the 20 pieces as enough to complete the quest; Game8 says 15 returned pieces yield the reward. Those figures conflict, so neither should be treated as a guaranteed universal cutoff.

Can you finish without every evidence piece?
Yes, according to Gamer Guides: its checklist says 18 of 20 are sufficient for completion. Some evidence is tied to optional quests, while several pieces are at locations that can become inaccessible. If your goal is the full collection, use the 20-item list above and handle the missable mission and finale pickups before moving on. If your goal is only to complete the quest or earn Memento Mori, keep checking Toft’s and the journal’s current objectives rather than relying on one disputed count.
