Free-to-play means you can download and start the game without paying up front. It does not mean every item, character or advantage is free. Optional purchases and account rules differ from game to game, so the picks below are a 2025 snapshot to check against each game’s current store page before you install.
What “free to play” means on PC
Valve’s Steam support page describes free-to-play games as free to download and playable without a subscription or a credit card. It also says you are not obliged to buy anything to play and progress. The same page notes that individual games can place limitations on accounts, so the free download is one question and the terms attached to it are another.
Those terms are where most surprises come from. Before you commit time to a game, look for three things on its store page: what the game charges for, whether any progress is locked behind payment, and what account or platform requirements apply.
How optional spending usually works
TechRadar’s 2025 roundup cautions that some free games include microtransactions or in-game purchases for optional content. The word covers very different things, so it helps to separate them:

- Cosmetics change how your character, weapons or units look and do not change what they can do.
- Character or hero unlocks give access to playable options. Some games unlock these through earned in-game currency, and others sell them directly.
- Expansions, passes and paid content tiers add material or rewards on a schedule. Check whether the free track is complete on its own.
A shop alone does not make a game pay-to-win. What matters is whether purchased items affect competitive outcomes or gate content that other players reach for free. Read the store page’s in-app purchase section, then test the game’s first hours before you spend anything.
Picks by play style
The 2025 roundups from GameSpot (March 2025) and TechRadar (September 2025) group free games in a way that maps well onto player intent. The examples below come from those lists. Entries carry the roundup’s date, and the store page is the authority on current terms.
Competitive and battle-royale shooters
Apex Legends and Fortnite are both named in GameSpot’s March 2025 roundup. In Apex Legends, GameSpot reports that a handful of Legends are free, while others are unlocked with in-game currency or real money, and cosmetics can be bought. Play is multiplayer by design, so the practical question is how much of the roster and progression you can reach without paying.

Team-based hero games
Marvel Rivals appears in both GameSpot’s March 2025 roundup and TechRadar’s September 2025 selection. It is a team-based hero shooter built for matches with multiple players, so solo play is limited to practice and casual modes. TechRadar Gaming contributor Jake Green wrote in 2025: “With 33 Heroes to play as, best-in-class presentation bookending matches, and a free-to-play monetization model, Marvel Rivals is almost too good to be true.” The 33-hero figure is the count stated in that passage, not a current roster check, and heroes can be added over time.
Brawlhalla, featured in TechRadar’s September 2025 selection, is a platform fighter with local and online multiplayer. Its monetization model should be confirmed on the store page, since the roundup described it only in general terms.
Action RPGs and progression games
GameSpot’s March 2025 roundup groups Zenless Zone Zero and Dauntless with games built around character progression and action. Zenless Zone Zero is an action RPG with a gacha-style character system, so the cost of new characters and gear is the main spending question. Dauntless is a cooperative hunting game, and its free access suits players who want to group up with friends.

- MAKE COMPLETE MAYHEM: Venture across the desert planet of Pandora and the brutal worlds beyond, playing as badass Vault Hunters in search of legendary loot. Every Borderlands game is packed with larger-than-life characters, treacherous worlds, and unforgettable stories.

- EXPERIENCE THE SAGA SO FAR: Whether you're new to the Borderlands or reuniting with old friends, you'll love making Mayhem with the series' eccentric cast. From Lilith's heroic ascension to Handsome Jack's infamous rise and fall, you’ll meet an unforgettable group of bandits, rebels, heroes—and Claptrap, who is also there.
Card and strategy games
Hearthstone and Marvel Snap are both listed in GameSpot’s March 2025 roundup. These are digital card games where deck building and skill drive results. Both sell cards, card packs or cosmetic items, so compare the free card-earning rate with what paying players get before you invest in a deck.
Casual and social games
Casual and social titles are the easiest to start with and the easiest to stop. PC Gamer describes Moonring as playable with a gamepad, which is covered in the hardware section below. For casual play, the main checks are whether progress is saved on your account and whether friends can join without buying anything.

- Clair Obscur: Expedition 33 is a ground-breaking turn-based RPG with unique real-time mechanics, making battles more immersive and addictive than ever.
- Explore a fantasy world inspired by Belle Époque France in which you battle devastating enemies.
- Genre and match style: Is it a shooter, hero game, RPG, card game or casual title?
- Solo, co-op or competitive: Can you enjoy it alone, or does it need a team?
- What stays free: Which characters, modes and progression can you reach without paying?
- Optional purchases: Which types are sold (cosmetics, unlocks, passes, expansions)?
- Platform and account rules: Does the game need a specific launcher, an account or a linked profile?
- PC requirements: Check the minimum and recommended specifications on the official store or publisher page. The 2025 roundups do not compare requirements consistently, so do not rely on them for hardware fit.
Controllers and hardware
A controller is optional for most PC free-to-play games. PC Gamer specifically describes Moonring as playable with a gamepad. That single example does not establish controller support across the list, so check each game’s controller settings or store-page notes before buying a gamepad for it.
The wider free-to-play player base
Sensor Tower’s 2024 report on Steam free-to-play players puts the United States at 15%, China at 12% and Russia at 11%. The report describes those three territories together as almost 40% of Steam’s free-to-play players. These shares are from 2024 and cover Steam only, so they do not describe the whole PC market or current player distribution.
