Civ 7 Town Specializations Guide: What Each Town Focus Does

A practical guide to Civ 7 Town focuses: compare their documented effects and match a specialization to terrain, resources, connections, or defense.

Choose a Civ 7 Town focus to solve a specific empire need: improve yields on suitable terrain, expand access to infrastructure and trade, support connected Towns, or strengthen a vulnerable settlement. There is no universally best focus; match its effect to the Town’s location and role. The effects below are those documented in Civilization Support’s June 23, 2025 patch notes, and may not reflect later balance changes. Check the current in-game tooltip before committing.

What Town specialization changes

A Town has no Production queue: in the launch-era mechanics guide, its Production is converted to Gold, which can be spent to buy buildings or units. Towns grow initially and can later specialize or convert into Cities. That guide predates later balance updates, so use it as baseline context rather than a guarantee of every current rule. (Civilization Support, Civilization VII support.)

The launch-era guide describes specialization as stopping Town growth and sending Food to connected Cities. Because this behavior is documented in an older guide, confirm the current focus tooltip and settlement connection before relying on it. More generally, a focus changes what a Town contributes to the empire; it does not make every Town perform the same job.

Compare the Town focuses

These are the focus effects documented in Firaxis/2K’s June 23, 2025 patch notes. The figures are patch-note values, not a claim about the live October 2026 build.

Focus Effect documented June 23, 2025 Best fit by role
Resort Town +1/2/3 Happiness and +1/2/3 Gold on tiles with Happiness (Natural Appeal); +50% Yields on Natural Wonder tiles in this Town. A Town with attractive terrain or Natural Wonder tiles.
Urban Center +100% Gold and Happiness towards Building maintenance in this Town; can buy additional Buildings, such as a Library, Bath, or Monument. A settlement where additional building access matters without adding another City build queue.
Religious Site +1 Happiness on all Buildings and +1 Relic Slot on Temples in this Town. A Town where the building Happiness and Temple relic capacity are useful.
Factory Town +100% Gold towards purchasing a Factory in this Town; +1 Resource Slot; +5 Trade Range. A settlement where Factory purchase, resource capacity, or trade reach is the priority.
Mining Town +2/3/4 Production on all Camps, Woodcutters, Clay Pits, Mines, and Quarries. A Town with several of the specified improvements.
Hub Town +1 Influence for every connected Town. An empire with connected Towns where additional Influence is valuable.
Fort Town +5 healing to Units and +25 health to Walls in this Town; can purchase additional Walls. A settlement where local defenses and unit recovery are important.

Source for all listed effects: Civilization Support / 2K, June 23, 2025 patch notes. The patch notes say Resort Town’s Happiness and Gold scale as +1/2/3, and Mining Town’s Production was increased from +1/2/3 to +2/3/4. Religious Site’s building Happiness was changed from +2 to +1; its extra Temple Relic Slot remained.

How to choose a focus

  1. Check the Town’s location and improvements. Natural Appeal or Natural Wonder tiles point toward comparing Resort Town; Camps, Woodcutters, Clay Pits, Mines, and Quarries make Mining Town relevant. The value depends on what the settlement actually has.
  2. Identify the empire’s immediate bottleneck. Compare Factory Town for a Factory purchase, resource slot, or trade range; Hub Town for connected-Town Influence; and Urban Center for access to additional Buildings.
  3. Look at defensive and religious needs. Fort Town supports Walls and unit healing locally. Religious Site adds Happiness on Buildings and a Temple Relic Slot.
  4. Read the live tooltip before selecting. The numerical effects above are tied to a 2025 update. Later changes may alter them, so rely on the game’s current description if it differs.

This is a role-matching framework based on the documented effects, not a tested ranking. Terrain, available buildings and resources, Town connections, and the empire’s current need can change which option is useful.

How patch notes affect older Town guidance

Town mechanics have received later updates beyond the focus changes listed above. In Update 1.2.5 on September 30, 2025, City Halls in Towns lost their base Production yield; upon conversion to a City, City Halls gain 3 Production per Age. The conversion popup was also updated to explain increased City Production and warn about higher building costs across the empire. The update added Resort Town to the Towns Civilopedia entry. (Civilization Support / 2K, Update 1.2.5 notes.)

Update 1.3.1, dated December 9, 2025, documents a Rome-specific interaction: Latinitas grants +1 Food, Gold, and Culture in Towns, or +2 in Fort Towns. This is a civilization bonus, not a general Fort Town effect. (Civilization Support / 2K, Update 1.3.1 notes.) Official March 3, 2026 notes reviewed for Arcade Edition and gameplay fixes do not list Town-focus changes; that absence does not establish that no subsequent change occurred. Check the current tooltip for the build you are playing.

Urban Center versus converting a Town into a City

An Urban Center remains a Town and unlocks the ability to buy additional Buildings there; it is intended for players seeking more building options without managing another build queue. A City is a different settlement state, and converting has broader consequences: the September 2025 notes specifically warn that conversion raises building costs across the empire. Do not treat an Urban Center as an automatic substitute for a City or assume the two have equivalent production and management.

The Civilization VII developer note in the June 23, 2025 patch notes describes Urban Centers as “a mini-City” for players who want additional Buildings without another build queue. That is a useful description of its purpose, not a claim that it has every feature of a City.
