Why does Steam need my credit card to verify my age? For UK users, Valve’s documented process requires an active Steam account with a valid credit card stored on it to access mature-content game store pages and their associated community hubs. The Online Safety Act does not specifically order Steam to use credit cards: Ofcom recognizes card checks as one possible age-assurance method among several.
What UK Steam users have to do
Steam’s UK support guidance says you must sign in to an active account and opt in through account settings to access mature-content game store pages and their associated community hubs. Steam treats the account as age verified while a valid credit card is stored on it. The support article does not show an alternative verification route. See Steam’s UK age-verification guidance.
- Sign in to your active Steam account.
- Open Account Details and choose the option to add a payment method.
- Enter the requested card type, card number, CVV, expiry date, name and billing address.
- Complete any authorization challenge required by your bank.
Some cards may show a £1 test authorization. Steam says it will not collect that amount; the bank’s policy determines how an uncollected authorization is released or returned.
Does the Online Safety Act require Steam to use a credit card?
No. The Act creates duties to prevent children from encountering certain regulated content, and its age-assurance requirements apply in specified contexts. Where the Act requires age verification or estimation, the method must be highly effective at determining whether a user is a child. It does not name credit cards as the required method for Steam. The consolidated Online Safety Act sets out the context-specific duties.

Ofcom, the UK’s online-safety regulator, says its guidance is technology-neutral. In a January 2025 announcement, it listed credit-card checks alongside open banking, photo-ID matching, facial age estimation, mobile-network checks, digital identity services and email-based age estimation as methods that can be capable of being highly effective. The list is non-exhaustive. Ofcom says checks should be technically accurate, robust, reliable and fair, but that announcement does not set a numerical accuracy threshold. Self-declaration and payments that do not require a person to be 18 do not count as highly effective methods under that guidance. Ofcom’s announcement on age checks quotes Chief Executive Melanie Dawes: “Robust age checks are a cornerstone of the Online Safety Act.”
Why Steam rejects debit cards
Steam says debit cards do not qualify for this age-assurance process because minors can receive them. If you cannot register a card, Steam advises contacting your bank. If the issue remains unresolved, open a Steam Support ticket through the support site. Valve says its data-minimal approach typically means it cannot see why a particular card registration fails, so it may not be able to identify the cause itself.

What Valve says about privacy and security
Valve says it chose its credit-card process from mechanisms it reviewed because it preserves the maximum degree of user privacy. It says the information processed is the same as for other Steam users who store payment details, and that age verification does not disclose a user’s content preferences to payment providers or other third parties. Valve also says it uses its internal payment-processing system, which is independently certified under PCI-DSS. These are Valve’s statements; the cited support guidance does not independently assess its implementation.
What credit-card checks can—and cannot—establish
Ofcom’s July 2026 report says no age-assurance method removes the risk of circumvention. It also says credit-card checks will not establish whether someone is over 16, which matters for potential restrictions aimed at under-16s. That limitation is distinct from Steam’s current use of a stored card to check for adult access to mature-content pages. Ofcom’s 2026 report on age assurance discusses those limits.

Ofcom’s January 2025 announcement also reported that 80% of adults were broadly supportive of age-assurance measures to prevent children encountering online pornography, citing Yonder Consulting’s Adult Users’ Attitudes to Age Verification on Adult Sites survey. What if I don’t have a credit card?
Steam’s cited UK guidance does not document another verification method. It says debit cards do not qualify; do not assume a gift card or other payment method will work for this process.

What should I do if Steam cannot register my card?
Contact your bank first, as Steam recommends. If the problem persists, submit a Steam Support ticket. Steam says it typically cannot see the reason a registration failed.
