What Valve Requires Developers to Disclose About AI on Steam

Steam developers must disclose AI used for player-facing content. Live-generated content also requires a description of safeguards against illegal output.

Steam developers must disclose how AI is used to create player-facing content, and live-generated content requires an additional description of safeguards against illegal output. Disclosure does not exempt a game from Steam’s ordinary content rules. Valve’s current Steamworks documentation describes these requirements, but it does not give a publication date or establish when they were introduced.

What Steam’s AI disclosure covers

Valve’s Steamworks Content Survey focuses on AI used to create content that ships with a game and is consumed by players. Its examples include artwork, sound, narrative and localization. The survey asks developers using AI services during development or as part of the product to describe how they are used.

The key distinction is whether the content is created during development and included in the game, or generated while the game is running.

Valve requires developers to describe live-generation guardrails, but its documentation does not prescribe a specific technical architecture or test standard.

How Valve says it reviews AI-generated output

Valve says developers make commitments under the Steam Distribution Agreement that their games will not contain illegal or infringing content and will be consistent with their marketing materials. In prerelease review, Valve says it evaluates AI-generated output as it does other content, including checking those commitments: “In our prerelease review, we will evaluate the output of AI generated content in your game the same way we evaluate all non-AI content – including a check that your game meets those promises.”

Completing the survey is not permission to include otherwise prohibited material. Valve’s FAQ states: “Products on Steam must adhere to the content rules, regardless of whether it is disclosed in these surveys.”

How developers can pay for external live-AI services

If a game connects to an external live-generated AI service that charges the developer for ongoing inputs or outputs, Valve says the developer must manage player access and collect payment through a Steam-supported method. The documentation lists four possible approaches; they are options, not a requirement to use one particular model.

Valve’s page does not provide cost, conversion or performance data for comparing these models, so the appropriate choice depends on how the game meters access and what the external service charges.

Valve’s stated position on live-generated adult sexual content

Valve says it does not want to ship live-generated AI adult-only sexual content at this time, citing substantial legal and customer risks. This is a statement about that specific category, not a general explanation of every content restriction or approval outcome.

What the documentation does—and does not—establish

The Steamworks page is the relevant current reference for the survey requirements, but it has no publication date or dated change history. It therefore does not establish when the rules were introduced or support describing them as newly announced. Valve’s documentation also does not publish a relevant statistic about AI disclosures or specify a required technical safeguard beyond asking developers to describe the guardrails for live generation.
