Stop Killing Games: What the EU’s Stop Destroying Videogames Petition Means

Stop Killing Games’ EU initiative reached the Commission, but its response creates no new duty to keep games playable. Here’s what happens next.

Stop Killing Games is the broader campaign; its formal European Citizens’ Initiative (ECI) is titled Stop Destroying Videogames. The European Commission received the initiative on 26 January 2026, backed by 1,294,188 verified statements of support. Its response does not create a new duty for publishers to keep games playable after commercial support ends. Instead, the Commission plans to consult industry and consumer representatives by the end of 2026 about a possible industry code for handling games’ end of life.

What is Stop Killing Games?

Stop Killing Games is a campaign about preserving access to video games when publishers end commercial support. Its central concern is that a game can depend on publisher-operated servers, authentication, or other online services; if those services are switched off, players may lose the ability to play, even if they still own or have purchased the game.

The campaign’s formal EU petition is the European Citizens’ Initiative (ECI) Stop Destroying Videogames. An ECI is a route for citizens to ask the European Commission to consider action on an issue. Reaching the required support thresholds prompts examination and a formal response; it does not itself pass a law.

What happened to the EU petition?

The European Commission received Stop Destroying Videogames on 26 January 2026, after verifying 1,294,188 statements of support. The Commission described it as the 14th successful ECI submitted for examination. These figures establish that the initiative qualified for consideration, not that its requested policy became law. The Commission’s answer was that it could not, at this stage, propose a legal obligation requiring games to remain playable after they stop being provided commercially. It said it intends to begin an exchange with video-game industry and consumer representatives by the end of 2026, with the aim of exploring an industry code of conduct for managing game end of life. What does the Commission’s response mean for players?

There is no new EU-wide requirement in this response that publishers keep every game playable indefinitely, release server software, or provide an offline mode when support ends. The Commission’s statement addresses whether it will propose the requested legal obligation; it is not a court ruling and does not settle every dispute about a particular game.

The Commission points both to existing consumer-law safeguards and to traders’ intellectual-property rights. That framing matters: it does not say consumers have no rights, but neither does it establish a general right to perpetual access or guarantee that existing protections will keep a discontinued game working. The practical question remains difficult because games use different technical and commercial arrangements, while preserving playability can implicate the rights and interests of publishers and other rights-holders. Binding law versus a possible industry code

The Commission’s response points toward a possible voluntary approach rather than the binding obligation sought by campaigners. The distinction affects how much certainty a player can expect when a game’s commercial support ends.

What happens next?

The concrete next step identified by the Commission is an exchange with game-industry and consumer representatives by the end of 2026, intended to explore an end-of-life code of conduct. Until that process produces a published outcome, players should distinguish the campaign’s request from the policy currently in place: the petition secured formal consideration, but the Commission has not proposed the requested legal duty, and no new code is established in its response.
