The original Metroid Prime on Nintendo GameCube ran at 60 frames per second (FPS), according to contemporary reports on both an E3 demo and a near-release final build. Later coverage of a technical analysis also reports that the game maintained 60 FPS throughout. That supports a very stable 60 FPS performance, though it does not prove that every frame in every regional release or revision was free of dips.
What the reports say about the frame rate
GameSpot described the playable E3 2002 demo as “locked at 60 frames per second.” That is evidence about the demo, not the final retail game: GameSpot’s E3 2002 hands-on report.

Near release, GameSpot reported that a final build’s frame rate had “remained at steady 60 frames per second so far without any substantial signs of slowdown.” The qualification matters: this was a reporter’s play session up to that point, not a frame-by-frame measurement of the entire game: GameSpot’s near-release impressions.
A 2016 Nintendo Life retrospective summarizing Digital Foundry’s technical analysis says the game maintained an unbroken 60 FPS. It also notes that long corridors helped the game load assets: Nintendo Life’s report on the analysis.

Does “progressive scan” mean 60 FPS?
No. Nintendo’s GameCube instruction manual says Metroid Prime is compatible with progressive-scan TVs, which describes a supported display mode. It is separate from the frame-rate evidence in the hands-on reports and technical-analysis coverage: Nintendo’s instruction manual.

This answer concerns the original GameCube release, not Metroid Prime Remastered on Switch. Nintendo lists the original as a GameCube title; its European product listing gives a release date of 21 March 2003, which is specific to that region: Nintendo’s European GameCube listing.

The available reports support saying the GameCube original ran at 60 FPS and was very stable. They do not establish a universal guarantee for every frame, region, retail revision, or scene.
