Fatshark’s announcement described that offer this way: “Anyone with a Steam account may add it to their library and keep it forever, for free!”

Can you still keep it if you claimed it?
If you added Vermintide 2 to your Steam library during the promotion, it remains yours to keep. If you did not claim it before the offer ended, the historical giveaway does not grant a free copy now; check the current listing for your local price.
Does free DLC mean the base game is free?
No. Steam lists some free add-ons separately from the paid base game and paid career or expansion content. Examples of free content include Return to the Reik, Verminous Dreams, and the Versus mode. A free DLC listing does not make Vermintide 2 itself free to new buyers.
