Level decides how many Tributes an ordinary Normal Summon or Set needs and feeds into some Synchro and other summoning requirements. It does not measure how strong a monster is. A higher Level does not mean a stronger card.
Reading the stars on a card
On an ordinary monster card, the row of stars in the upper-right area is the monster’s Level. Count the stars to get the number. A card with four stars is Level 4, and a card with seven stars is Level 7.
Level is a game attribute. Card effects and summoning procedures refer to it, and that is the whole job it does. Attack (ATK), defense (DEF), and the card’s written effect are separate printed values, and each one matters in its own way.
Does a higher Level mean a stronger monster?
No. A Level 3 monster can have higher ATK than a Level 7 monster, and a low-Level card can have a much stronger effect than a high-Level one. When you compare two cards, check three things separately:

- The printed Level, and what that Level lets you do or requires you to pay.
- The printed ATK and DEF values.
- The effect text and the summoning procedure, including any materials the card lists.
Treating Level as a power rating is the most common misreading. It leads players to assume a high-star card will always outperform a low-star one, and it often does not.
Tribute rules for a Normal Summon or Set
The ordinary rule for Normal Summoning or Setting a monster depends on its Level. Konami’s official TCG rulebook, in the version 9 English text, sets the baseline as follows:

Setting a Level 5 or higher monster still requires Tributes, so the rule does not disappear when a card is played face-down. A card’s own text or a different summoning method can change what is required, so read the card before applying this table.
How Level works in each Extra Deck and special summon
Level is only one of several numbers that govern how monsters are summoned. Each summoning method uses a different value, and mixing them up is a common source of confusion.

Synchro Summons
Synchro Summoning is the method where Level matters most. You need one Tuner and one or more non-Tuner monsters, and their Levels must add up exactly to the Synchro Monster’s Level. A Level 5 Synchro Monster can be built from a Level 2 Tuner and a Level 3 non-Tuner, for example, but not from a Level 2 Tuner and a Level 4 non-Tuner, because that totals 6. Check the Synchro Monster’s own text for any extra requirements.
Xyz Summons and Rank
Xyz Monsters are not Level-based. They have Rank, and Rank is not a Level, so do not describe an Xyz Monster as having a Level. The Xyz Monster’s card lists which monsters it needs as materials. Those materials are often defined by Level, so Level can matter indirectly, but the Xyz Monster itself is identified by Rank.

Link Monsters and Link Rating
Link Monsters use Link Rating instead of Level. A Link Monster is therefore not stated by stars, and it does not follow Level-based Tribute or Synchro rules.
Ritual and Fusion Summons
Ritual and Fusion Summons are governed by the specific card text. For a Ritual Summon, read the Ritual Spell and the Ritual Monster together. For a Fusion Summon, use the materials named on the Fusion Monster and a Fusion Summoning card or effect that allows it. Konami’s support article on Level use in Synchro and Xyz Summons, and on the requirements for Ritual and Fusion Summons, covers these cases in more detail.

Where Extra Deck monsters can be placed
Konami’s official 2021 TCG rules update clarified where Extra Deck monsters may be placed when first Summoned. The update covers zones rather than Level, but it matters when you are working out a legal play:
- Fusion, Synchro, and Xyz Monsters can first be Summoned from the Extra Deck to any Main Monster Zone.
- Link Monsters, and face-up Pendulum Monsters Summoned from the Extra Deck, remain subject to Extra Monster Zone and Link-point placement restrictions.
How to check a card’s Level rules
- Count the stars to confirm the Level, or confirm that the monster uses Rank or Link Rating instead.
- Find the summoning method the card is played through, such as Normal Summon, Set, Synchro, Xyz, Link, Ritual, or Fusion.
- Apply the Tribute table above for a Normal Summon or Set, or the material rules for the other methods.
- Read the card’s own text for exceptions, since a card’s effect can change the requirement.
